Your Excellency, Mr Alok Prasad, High Commissioner of India to Singapore,
Your Excellency, Mr Rajesh Sachdeva, Deputy High Commissioner of India to Singapore,
Mr Ramalinga Raju, Chairman, Satyam Computer Services Limited,
Distinguished guests, Ladies and gentlemen,
Good afternoon.
Introduction
1. I am delighted to be part of Satyam’s event today to launch the business intelligence, analytics and mobile applications global innovation hubs in Singapore. Today’s inauguration ceremony marks a milestone as Satyam is the first major Indian IT enterprise to invest in R&D centers in Singapore.
2. I still remember trying to convince Ramalinga to establish and expand his operation here some years ago. I told him of the 7,000 MNCs from the US, Europe and Japan that he could cultivate as customers from Singapore, and the easy access to the markets of China and South East Asia. And with our trusted and reliable infrastructure, it is the best location for his disaster recovery or what he calls business continuity operations here. These factors are part of Singapore’s CORE strengths: our Connectivity to the world through the presence of international companies here; our Openness to talent, ideas and capital; our Reliability and trustedness of policies and infrastructure; and the Enterprise of the people working here and our pro-enterprise environment.
3. I became even more convinced after I visited his Hyderabad campus at his invitation, and saw the impressive operations there. Operations which Singapore could contribute to as a major platform for Satyam to expand internationally. He was kind enough to subsequently host several visits by our ministers including, then Deputy Minister Tony Tan in Oct 2004, and then Deputy Prime Minister Lee Hsien Loong in Jan 2004.
Satyam’s presence in Singapore
4. The continuing expansion and growth of Satyam in Singapore these few years suggests that Ramalinga has been satisfied with Singapore’s role in Satyam’s global market expansion. The set up of these high-end development centers in Singapore serves as an important platform for Satyam to collaborate, innovate, develop and test ideas with its partners for eventual worldwide commercial deployment.
5. Satyam now has more than 380 staff in Singapore. Its Asia Pacific HQ located here undertakes major functions of software development, business continuity and various HQ functions. It is an important contributor to Singapore’s IT industry, contributing IT know-how and expertise to manage and service its regional projects. We thank Satyam for this vote of confidence.
Satyam’s investments exemplify mutually beneficial relationship with Singapore
6. Today, new technologies have created a completely new world. IT in particular, has drastically changed the way we work and live, disrupting existing paradigms, yet creating new opportunities for everyone. How we respond to these changes is critical. We could drown under the tide of these changes or we could ride the wave and soar.
7. Satyam’s increasing investment in R&D and these centres of excellence speaks volumes of Satyam’s foresight. Singapore too, has decided to focus more on R&D. With the set up of the National Research Foundation, we target to increase our R&D investment from 2.25% of GDP to 3% in 5 years. Interactive Digital Media is one strategic area we will be examining. MIT has also announced the establishment of a significant research centre here. Satyam’s increasing R&D investment here adds to this effort and to the ICT landscape in Singapore. From its Singapore base, Satyam can also partner MNCs as well as innovative start ups to strengthen capabilities in IT and embedded software.
8. So, Ramalinga, both Singapore and Satyam are moving forward to develop an environment that stimulates the creation of new knowledge and intellectual capital. Satyam and Singapore will move up the value chain together.
Strong Indian corporate presence in Singapore
9. The relevance of Singapore to regional companies is being increasingly recognized. Over the past 5 years, Indian corporate presence has grown substantially with the number of Indian companies in Singapore almost 2,000. Indian companies now form the 4th largest foreign corporate contingent in Singapore, after US, UK and Japan. Singapore-India trade has nearly tripled within the past decade, from S$3.97 billion in 1995 to S$16.6 billion in 2005.
10. Indian IT companies have successfully leveraged on Singapore’s CORE strengths and used Singapore as a springboard to Asia and the rest of the world. All top 20 Indian IT companies have chosen Singapore as their business and R&D location of choice. In fact, 70% of the top 100 global IT companies are in Singapore.

11. Let me end by congratulating the management and staff of Satyam on their inauguration ceremony. You have chosen to expand your presence in Singapore at a very opportune time. With the region growing rapidly, you are now able to reach out to your customers and respond to them quickly from Singapore. Congratulations again on your inauguration ceremony today.
