15-years ago when I visit china (business trip) many china associate told me that they envy Singapore as it is corruption free or very low corruption......
I told them this: their public servant need to crack their brain and subject to exposure and end up kenna prosecute if they wish to have million dollars income (those day top precinct public servant probably not receiving more than 5000-RMB from nation)
but here in Singapore.....they take millions or 100-K without the need to watch their back. and come up with policies not highly benefit the general citizen.
if you ask me, I rather have China's public servant, I pay when I need their service (bribe them) and if not happy with their service expose them
