He cited the parents, partners but no mention of the civil service's role - unless he was referring to extremely dedicated school principal there. For her, the best way moving forward was in fact to work with people in the private sector and not so much with the MOE. This lady is highly respected in the educational circles and truly appreciated by her ex-students as well as their parents.
