Very “easy” to make China pay the world compensation for this pandemic:

- freeze all assets held by PRC government and SOEs in US, EU, etc

- cancellation of all debts owed to PRC via treasury bills, government bonds, etc

All can be achieved without CCP’s co-operation. Just need some kind of respectable looking court to sanction it and then to manage the market’s reaction to these drastic measures.
