Doctors fined for not adhering to liposuction procedure

SINGAPORE: Two doctors, already banned from conducting liposuction following the death of a patient, were on Monday (June 23), fined for not complying with the terms and conditions stipulated for conducting the procedure.

38-year-old Dr Wong Meng Hang was fined a total of S$26,000. He admitted he failed to give a seven-day cooling period to two patients whom he performed liposuction procedures on at TLC @ Orchard Clinic in 2009.

Dr Wong also pleaded guilty to six charges of failing to obtain the three-month post-discharge feedback from six patients who underwent liposuction procedures performed by him between Dec 3 and Dec 23 in 2008 at the same clinic.

Another doctor from TLC @ Orchard Clinic, Dr Zhu Xiu Chun also known as Myint Myint Kyi, was also fined S$8,000 on Monday. The 51-year-old admitted to not giving a seven-day cooling period to a patient who underwent liposuction treatment in 2009. She also did not obtain post-discharge feedback from another patient on Nov 10, 2008.

TLC @ Orchard Clinic ceased operations on Sep 10, 2009, but the two doctors moved to Reves Clinic, where they were registered as directors.

Reves Clinic was on Monday fined S$60,000 because Dr Wong and Dr Zhu had performed liposuction on six patients without having a registered nurse present to assist in the procedure.

In November 2013, Dr Wong and Dr Zhu were banned from performing liposuction, following the death of a patient in late 2009. 44-year-old Franklin Heng had a major complication in his liposuction procedure at Reves Clinic and was pronounced dead on arrival at Tan Tock Seng Hospital. The Ministry of Health conducted investigations, after the clinic submitted a declaration form containing information on Mr Heng's case, a week after his death.
