The article does not indicate his employment but he must be a pretty smart fella to not only got himself invited for tea and actually got onto the slate. On the other hand, comments he made seem to indicate that he's capable of more than just putting tea in his mouth...

Mr Ting/Tong has just let the cat out of the bag that his bosses have been trying to suppress when they keep throwing the "freak" elections results. So, now, everyone knows that they can vote WP without ever, the possibility that Low Kia Thiang can become PM.
