LKY & GKS may start off with selfless service, freedom from repression as similarities, the hypothesis that GKS will disagree with much of PAP's present day policies remains a hypothesis.
I dare say, with his largely Victorian values of old-school public-spirit, he would have found the sky-high-salaries-to-attract-political-talent argument distasteful in its present state.
He may or may not agree to full transparent disclosure of GLCs for security reasons, but he will NOT condone the alleged horrendous losses incurred by Ho Ching's Temasek Holdings or Tony Tan's GIC. He would have raised HELL - to think how hard he worked to produced his first budget surplus of S$1m in 1960.
He was against wastage - whether financial or human as in the alarming school dropout rates that led him to use streaming to reduce dropouts. Other egative side-effects of streaming, sorry can't have yr cake & eat it & rise above it, don't bitch about it - would be his advice as he sought to raise the profile of ITE & vocational education by leaving Dr Tay Eng Soon as its chief advocate.
Goh is not perfect. But my take is his character flaws are less visceral than LKY - a man who seems to have no love for fine arts & sports in contrast to GKS the renaissance man.
Goh is more loved by the people.
But for LKY, he loved being 'feared' - otherwise he would lose his self-esteem.
