minitoots who have got booted out shouldn't be susbstituted with another civil service posts. by doing that, he obstruct a more well-deserved guy from his promotion. once booted, they should just retired. they have much actitivty to keep them busy. one such very meaningful one would be counting their million$ they ve accumulated over the years. :p
