A debtor turned runner was sentenced to 30 months' jail and 15 strokes of the cane for conspiring with others to harass others on behalf of an unlicensed moneylender.

Chua Ban Keong, 33, admitted to five counts of scheming with Yeo Hock San, 44, Song Hui, 24, and Alex, a loanshark, to cause annoyance to flat owners in Yishun in June last year.

Song was the third Chinese national recruited by an unlicensed moneylender named Ah Tian, to harass debtors by splashing paint and defacing walls of Housing Board staircase landings.

Chua, who is unemployed, started working for unlicensed moneylenders after he lost about $10,000 at the Singapore Turf Club and ran up other debts including from banks and loansharks.
