Courtesy and Gracious Singapore Campaign, is it Just a Big Wayang?

I don't see that Courtesy and Gracious Singaporean campaigns made Singaporeans gracious, in fact I can see even more cases of people speaking loudly in public as if its their own house, throwing rubbish and spitting everywhere, putting up legs high up the bus seats and numerous other ungracious incidents.
