The jobs awarded to PRC companies and based on lowest quote, strangly are all exactly $1,000.00 or $10,000.00 lower than the next submitted quote, which is usually from local companies. It would seem that these PRC enginners are also passing the local companies’ method statement to these PRC companies.
Tender prices are posted for everyone to see, aka transparency. But after a few times, one can notice the trend. $1,000.00 or $10,000.00 lower, the successful tenderer is a PRC company and the project officer is a PRC engineer.
Anyone familiar with government tender will know it is quite possible to falsify prices. If this is true, that would easily elevate Singapore to a very corrupted place.
But then how do you define corruption especially in a “squeaky clean” Singapore?
