Civil servants will have no bonus because of recession

No mid-year bonus
SOME 66,000 employees in the Civil Service will not get any mid-year bonus this year in view of the uncertain economic outlook, the Public Service Division said on Thursday.
Together with cuts made previously, including no GDP bonuses, the annual salaries for civil servants this year will drop by 6 per cent to 21 per cent, compared to 2008.
Those in senior positions will take the largest cut, said a statement from the PSD, Prime Minister's Office, which oversees civil service matters.
The Ministry of Trade and Industry has maintained this year's GDP growth forecast at -6 to -9 per cent.
PSD said the decision not to pay the mid-year annual variable component is in line with the recent National Wages Council (NWC) recommendations.
'The annual pay of civil servants is pegged to pay levels in the private sector. The AVC is a component in the flexible wage structure that is adjusted to reflect economic conditions,' said the statement.
'The Government will decide on the year-end payment for civil servants when Singapore's economic performance in the second half of 2009 is clearer.'
Thursday's announcement is not unexpected. Civil servants saw the signs in January when the Government announced a cut in salary of between 12 per cent and 20 per cent for Cabinet ministers and senior civil servants this year, with room for more changes if the economy worsens.
