Nothing to do with governments it's the people.
The west want less government control over their lives so of course a system is put in place where it is very difficult for the government to control the population.
The downside is that when control is needed it cannot be enforced.
Just look at the way the West deals with the problem of drugs. The Asian countries hang the dealers and imprison the users. The Ang Moh countries treat the users as "victims" not criminals they are helped through rehab courtesy of the taxpayer. The dealers make millions, do a bit of time and come out and resume where they left off.
There is no way you could strip a person of their PR for flouting isolation guidelines here. It would go to the courts and the offender would escape any form of punishment. They will come up with some sob story and the judge will say "poor thing.... please don't do it again. have a nice day."
In the USA there are MILLIONs of undocumented immigrants who don't even exist in the system. How are you going to control the movements of people who aren't registered anywhere? You think the Latino gangs are going to stay home and stop selling their dope because of a lockdown?
