Syrian opposition activists, rescue workers and medics say more than 40 people were killed on Saturday in a suspected chemical attack on Douma, the last rebel-held town in the Eastern Ghouta region.

Why was Douma being bombed?
In February, forces loyal to President Bashar al-Assad launched an assault on the Eastern Ghouta that has reportedly left more than 1,700 civilians dead.

In March, troops split the region into three pockets - the largest of which was around Douma, home to between 80,000 and 150,000 people. Facing defeat, rebel groups in the other two pockets agreed to be evacuated to northern Syria.

What happened on Saturday?
The bombardment continued on Saturday, with dozens of people reportedly killed or injured by conventional munitions before the suspected chemical attack.

Activists from the Violations Documentation Center (VDC), which records alleged violations of international law in Syria, reported two separate incidents of bombs believed to contain toxic substances being dropped by the Syrian Air Force.

The first occurred at approximately 16:00 (13:00 GMT) and saw a bakery on Omar Ibn Al-Khattab street in north-western Douma targeted, the VDC said.

The VDC said the second incident took place not far to the east at approximately 19:30, when Martyrs' Square was hit.

At 19:45, more than 500 patients - most of them women and children - were brought to medical facilities with symptoms indicative of exposure to a chemical agent, according to the Syria Civil Defence and the Syrian American Medical Society (SAMS), a relief organisation that supports hospitals.

The Union of Medical Care and Relief Organizations (UOSSM), which supports hospitals in rebel-held Syria, also said it received reports of two incidents.

People were treated for breathing difficulties and irritation of the eyes following the first, the UOSSM said. After the second, patients were brought to hospital smelling strongly of a chlorine-like substance and presenting symptoms that included cyanosis, foaming of the mouth, and cornea irritation, it added.

A medical student working at a hospital told the BBC he had treated a man who died. "His pupils were dilated and he had foam in his mouth. His heart was very slow. Then he coughed blood into his mouth as well," he said.

Videos posted by the opposition activist group Douma Revolution showed what it said were the bodies of children, women and men found in the affected area. Some had foam coming out of their mouths and noses.

How many people died?
The VDC said 25 people died as a result of the first strike on the bakery and that another 20 died as a result of the second on Martyrs' Square.

The Syria Civil Defence and SAMS said rescue workers found 42 people dead in their homes. One person was declared dead on arrival at a hospital, and another six died while receiving treatment, they added. Rescuers were prevented from searching for more bodies by strong odours that caused breathing difficulties.

The UOSSM initially reported that 70 people were confirmed dead. On Monday, it revised down the figure to at least 42, but said it was expected to rise.

The Syrian Observatory for Human Rights, a UK-based monitoring group, said air strikes on Friday and Saturday killed almost 100 people. It said they included 21 who died as a result of suffocation, but that it was unable to identify the cause.

What could they have been exposed to?
On Monday, the Organisation for the Prohibition of Chemical Weapons (OPCW) said a fact-finding mission was "gathering further information from all available sources to establish whether chemical weapons were used".

Experts say it is impossible to know whether a person has been exposed to a chemical agent from looking at a video or photo. The only way to confirm contamination is to take samples and analyse them in a laboratory. However, international humanitarian organisations have not been allowed to enter Douma since early March because of the government's siege.

The Syria Civil Defence and SAMS believe those who died suffocated as a result of exposure to toxic chemicals, most likely an organophosphate - a compound grouping associated with pesticides and nerve agents.

The UOSSM also concluded that the symptoms of the casualties were consistent with exposure to a nerve agent, possibly one mixed with chlorine. Dr Raphal Pitti of UOSSM France said he thought "chlorine was used to conceal the use of [the nerve agent] Sarin".

The United States, which supports the opposition to Mr Assad, said the victims' symptoms appeared to be "consistent with an asphyxiation agent and of a nerve agent of some type".

What does the Syrian government say?
The Syrian government, which has repeatedly denied ever using chemical weapons, accused rebels of "fabricating" the reports in a "failed attempt" to stop the government retaking Douma.

A foreign ministry source told the official Sana news agency: "Every time the Syrian Arab Army advances in its fight against terrorism, claims emerge of chemical weapons use."

How has the international community reacted?
United Nations Secretary General António Guterres said he was outraged by the reports from Douma and warned that "any confirmed use of chemical weapons, by any party to the conflict and under any circumstances, is abhorrent and a clear violation of international law".

US President Donald Trump declared on Monday that there had been a "heinous attack on innocent Syrians with banned chemical weapons".

The head of the Duma defense committee and former commander of Russian airborne troops has said Moscow would take all measures, including military ones, in response to a possible US strike on government forces in Syria.
The double standard policy has overstepped all possible boundaries. At this point, the [pro-Putin parliamentary majority] United Russia party must responsibly state that we are going to take all political and diplomatic measures, and also military measures if such need arises,” Vladimir Shamanov said on Tuesday before the State Duma plenary session. “Not a single unlawful action will be left without response,” he added.

President Trump warned Wednesday that U.S. airstrikes on Syria “will be coming” in retaliation for a suspected chemical attack, although he did not say when, and he taunted Syrian ally Russia for a pledge to shoot down American missiles.

Both the United States and Russia escalated a war of words over claims of indiscriminate attacks on civilians in Syria, raising the possibility of open military conflict between the old Cold War adversaries.

“Get ready Russia, because they will be coming, nice and new and ‘smart!’” Trump wrote on Twitter, referring to missile strikes that have appeared likely since the weekend deaths of more than 40 Syrian civilians, including children.

It was the first explicit U.S. statement that a military response is in the offing, and it marked a turnabout for a president who ridiculed his predecessor, Barack Obama, for allegedly telegraphing military strategy.

By addressing his warning to Russia, Trump effectively acknowledged that Syria could become a proxy battleground. Russia is Syrian President Bashar al-Assad’s strongest military defender. The United States conducts counterterrorism operations in Syria and backs some anti-Assad rebels.

Russian President Vladimir Putin did not directly respond to Trump’s tweets when he appeared at the Kremlin several hours later, at a ceremony welcoming new foreign ambassadors to Moscow. But he told the assembled diplomats that “the state of things in the world cannot but provoke concern.”

“The situation in the world is increasingly chaotic,” Putin said. “Nevertheless, we hope that common sense will prevail in the end and that international relations will become more constructive — that the whole global system will become more stable and predictable.”

Earlier this week, Trump said his administration was working on a response to the suspected chemical attack on Saturday, including military options. He said Monday that a decision would come in 24 to 48 hours, a time frame that has now elapsed and has been complicated by the advent of an international inspection of the attack area.

Kremlin spokesman Dmitry Peskov said Russia did not plan to respond in kind to Trump’s tweeted taunt.

“We do not participate in Twitter diplomacy,” Peskov said, according to Russian news reports. “We are supporters of serious approaches. We continue to believe that it is important not to take steps that could harm an already fragile situation.”

Russian Foreign Ministry spokeswoman Maria Zakharova said that a missile strike could undermine the work of international inspectors who will examine the site of the suspected chemical attack.

“Smart missiles should be fired at terrorists and not at the legitimate government which has been fighting terrorists,” Zakharova wrote on Facebook. “Or is the trick to destroy all the traces with a smart missile strike and then there will be no evidence for international inspectors to look for?”

Trump appeared to be referring to a comment from Russia’s ambassador to Lebanon, who was quoted by a Lebanese news outlet Tuesday as saying that Russia would confront a U.S. strike on Syria by shooting down missiles and striking their launchpads or points of origin.

The missiles most likely to be used in a U.S. attack would probably be launched from U.S. warships, opening the possibility that the Russian diplomat was threatening open warfare.

Two Navy destroyers were used to launch more than 50 Tomahawk cruise missiles at a Syrian air base in April 2017 in response to a nerve-agent attack that Trump blamed on Assad. The destroyers were underway in the Mediterranean Sea when the missiles were launched from hundreds of miles away. That position was beyond the range of Syrian air defenses, but within range of potential Russian defenses.

The 2017 U.S. assault is probably the best guide for what Trump may do now, but he could choose other launch options . The strike a year ago made good on Trump’s vow not to let the use of chemical weapons go unpunished, but it failed to deter Assad from using them again.

The United States has been building a circumstantial case, based largely on videos and photographs, that a chemical attack by Syrian forces took place in the rebel-held town of Douma in the Eastern Ghouta region near Damascus.

Such a finding of fault would be the justification for a U.S. or allied military response that Syria and Russia would surely call a violation of international law. The finding would also help British and French leaders justify military participation with the unpopular American president.

Syria and Russia have insisted that no chemical attack occurred and that only the opposition groups they call “terrorists” possess chemical weapons.

Defense Secretary Jim Mattis was asked Wednesday whether he has seen sufficient evidence to blame the Assad government for the attack.

“We’re still assessing the intelligence, ourselves and our allies,” Mattis replied.

“We stand ready to provide military options if they are appropriate, as the president determined.”



Gen. Valery Gerasimov, chief of the General Staff of the Russian armed forces, has said the military would hit back if U.S. airstrikes endangered Russian servicemen in Syria.

“Regarding the question of what will happen in the event of this or that strike, one still wants to hope that all sides will avoid steps that (a) are not provoked by anything in reality and (b) could significantly destabilize the already fragile situation in the region,” Peskov said Wednesday.

A top Russian military official said Russian military police would enter Douma on Friday. He continued to dispute U.S. claims that a chemical attack took place in the town.

The official, Lt. Gen. Viktor Poznikhir, deputy chief of operations of the Russian General Staff , said the United States should instead pay attention to the humanitarian situation in the city of Raqqa, which Kurdish-led forces and their American allies captured from the Islamic State last year.

“Rather than declare its readiness to strike Syria with missiles, the United States should work on rebuilding the destroyed city and offer comprehensive help to the population,” Poznikhir said.

In a later tweet Wednesday morning, Trump asserted that “our relationship with Russia is worse now than it has ever been, and that includes the Cold War.”

“There is no reason for this,” Trump wrote. “Russia needs us to help with their economy, something that would be very easy to do, and we need all nations to work together. Stop the arms race?”

He later wrote that “much of the bad blood” with Russia was the result of an ongoing investigation into Russian interference in the 2016 election. He called the investigation “Fake & Corrupt.”

Trump charged that the investigation is “headed up by all Democrat loyalists.” He cited special counsel Robert S. Mueller III, whom he called the “most conflicted of all,” and Deputy Attorney General Rod J. Rosenstein, who is overseeing the probe.

Both Mueller and Rosenstein are Republicans.

With his series of tweets, Trump did precisely what he vowed he would never to do: telegraph his moves.

During his 2016 campaign, Trump regularly attacked Obama for previewing U.S. military strategy, which he argued gave the enemy an advantage by allowing it to fortify itself for the coming attack.

“I have often said that General MacArthur and General Patton would be in a state of shock if they were alive today to see the way President Obama and Hillary Clinton try to recklessly announce their every move before it happens — like they did in Iraq — so that the enemy can prepare and adapt,” Trump said in an August 2016 speech on terrorism.

As president, Trump has boasted that he does not disclose his plans ahead of time. In April 2017, as he contemplated a strike in Syria, Trump said, “One of the things I think you’ve noticed about me is: Militarily, I don’t like to say where I’m going and what I’m doing.”

In Geneva, the World Health Organization said Wednesday that it was “deeply alarmed” by the reports that chemical weapons were used in Syria. At least 43 people were killed Saturday night from suspected exposure, while some 500 patients poured into medical facilities that had been also been bombed, the organization said.

“We should all be outraged at these horrific reports and images from Douma,” said Peter Salama, the WHO deputy director general of emergency preparedness and response.

On Tuesday, a network of local flight monitors in Syria said they had tracked several helicopters heading southwest from a government air base Saturday. The same models of aircraft were later detected circling over Douma at 7:26 p.m. to 7:38 p.m. Reports of a suspected gas attack began circulating minutes later.

The Organization for the Prohibition of Chemical Weapons, a global watchdog, said Tuesday that its inspectors were preparing to deploy to Syria and that Assad’s government has been approached for permission to enter Douma.

But the scope of its mandate remained unclear. The organization is not responsible for naming the perpetrators of any chemical attack, and previous inspectors have said their missions were hampered by government restrictions.

With his series of tweets, Trump did precisely what he vowed he would never to do: telegraph his moves.

During his 2016 campaign, Trump regularly attacked Obama for previewing U.S. military strategy, which he argued gave the enemy an advantage by allowing it to fortify itself for the coming attack.

“I have often said that General MacArthur and General Patton would be in a state of shock if they were alive today to see the way President Obama and Hillary Clinton try to recklessly announce their every move before it happens — like they did in Iraq — so that the enemy can prepare and adapt,” Trump said in an August 2016 speech on terrorism.

As president, Trump has boasted that he does not disclose his plans ahead of time. In April 2017, as he contemplated a strike in Syria, Trump said, “One of the things I think you’ve noticed about me is: Militarily, I don’t like to say where I’m going and what I’m doing.”

In Geneva, the World Health Organization said Wednesday that it was “deeply alarmed” by the reports that chemical weapons were used in Syria. At least 43 people were killed Saturday night from suspected exposure, while some 500 patients poured into medical facilities that had been also been bombed, the organization said.

“We should all be outraged at these horrific reports and images from Douma,” said Peter Salama, the WHO deputy director general of emergency preparedness and response.

On Tuesday, a network of local flight monitors in Syria said they had tracked several helicopters heading southwest from a government air base Saturday. The same models of aircraft were later detected circling over Douma at 7:26 p.m. to 7:38 p.m. Reports of a suspected gas attack began circulating minutes later.

The Organization for the Prohibition of Chemical Weapons, a global watchdog, said Tuesday that its inspectors were preparing to deploy to Syria and that Assad’s government has been approached for permission to enter Douma.

But the scope of its mandate remained unclear. The organization is not responsible for naming the perpetrators of any chemical attack, and previous inspectors have said their missions were hampered by government restrictions.

Russian President Vladimir Putin has expressed hope that “common sense” will eventually prevail in the modern world, which is becoming “more chaotic.” The current international situation is very troubling, he added.
“The state of world affairs invokes nothing but concerns, the situation in the world is becoming more chaotic,” Putin said on Wednesday during a ceremony to welcome new ambassadors to Russia.

Putin’s statements came shortly after a new batch of threats from by his US counterpart. Earlier on Wednesday, Donald Trump warned Russia to “get ready” for “nice and new and ‘smart’” missiles targeting Syria. His tweet followed a promise by Moscow to intercept any incoming projectiles in Syria, and to hit the locations from which they were launched.

Washington is presenting its probably strikes as a “response” to the alleged chemical incident in Syria, which was reported on April 7. While no solid evidence that the purported chemical attack has emerged, top US officials have squarely pinned the blame for it on Damascus.

The proportion of Russians who describe their attitude to Stalin as indifferent has grown to almost one-third, but about 40 percent of citizens still approve of the Soviet dictator, a recent public opinion poll has shown.
According to the results of research conducted in March and released by the independent Russian sociological service Levada, the proportion of Russians who are indifferent about Stalin and his role in history increased from 22 percent in January 2017 to 31 percent.

A video described as showing Syrian children being trained to fake the symptoms of a chemical weapons attack has been widely shared online with fake and menacing misinformation.
RT Digital investigated the origins of the video and found that it doesn’t depict children being coerced and prepared for future propaganda videos, as falsely suggested by users on Twitter.

The video is more than four years old and the actions carried out by the children in the video are part of a play by a group called the Nesma Organization based in eastern Ghouta.

The original copy of the video was uploaded to YouTube on September 19, 2013. The Nesma Organization advertised the play on its Facebook account on September 18 and 19, 2013 – the exact timeframe the original video was uploaded to the YouTube channel whose name roughly translates into English as Rural Damascus Media.

Other videos from the Rural Damascus Media have also been shared by the Nesma Organisation’s Facebook page.

Rural Damascus Media’s description of the video reads: “The aim of the play was to teach children the horrors of being under attack by chemical weapons and to show the world its neglect and failure to take action on a man who would use such weapons against his own citizens.”

Rural Damascus Media’s YouTube channel also contains videos of rallies where FSA (Free Syrian Army) and Al-Qaeda flags were waved.

The Nesma Organisation also has a Facebook history of sharing content from the Syrian Revolution Coordinators Union. The Nesma Organisation is the Arabic translation, but the group also calls itself Aura Volunteers.
