Chinatown serial flasher arrested by police

SINGAPORE - Police have arrested a 31-year-old man believed to have performed obscene acts at Chinatown.
On Jan 18 2013, Police received a report of a dark-complexioned man exposing his private parts and uttering obscenities to a 42-year old woman at Pagoda Street when she was on her way to work on Jan 16, 2013 at about 7am.
The victim chanced upon the same man again on Jan 18 2013 at about 7am near Chinatown MRT entrance whereby the man approached her and uttered obscenities. The victim did not confront the man during the two encounters and reported the matter to the Police.
After conducting extensive enquiries, officers from Central Police Division established the identity of the suspect and arrested him at a construction site in Punggol on 4 February 2013 at about 4pm.
Preliminary investigations revealed that the suspect is believed to be involved in at least 2 of such cases in Chinatown.
The suspect will be charged in court on 5 Feb 2013 for the offence of Performing an Obscene Act in a Public Place under Section 294(a) of the Penal Code, Chapter 224. If convicted, he is liable to imprisonment for a term which may extend to three months, or with fine, or with both. The suspect will be remanded for investigation.
Commander of Central Police Division, Deputy Assistant Commissioner of Police (DAC) Daniel Tan commended his officers for the arrest of the perpetrator. He has also advised the public to stay calm when confronted by a flasher. They should call '999' immediately and provide the physical description of the flasher to the Police.
