I thought I will put this out after finding out what actually happened and it is really sad to see Singapore sliding in this manner.

CAAS on 1st April, revoked the previous Code of Practice on service standards dated 2009 that Changi Airport and the Airlines had to comply. They however did not release it to the public. Below are the links to the 2009 notice (not the actual detailed standards) and the new notice on the code in April 2016 (also does not include the detailed standards) The notice are basically a copy, amend and paste. But here are the key difference

2006 - Code of Practice

In the implementation and enforcement of this Code, the CAAS will consider:
• how to best foster enhancements to service levels at Changi Airport;
• the impact on the reputation of Changi Airport as one of the best airports
in the world; and
• a holistic assessment of Changi Airport’s service levels attributable to the
Changi Airport licensee.

2016 - Code of Practice

The sequence of events

1st April 2016 - New code is release and 2009 is revoked. No press release. as the details would show a deterioration of standards and the lack of aspiration to continue as a World Class Airport

20th April 2016 - The Toa Payoh Brothel picks it up and runs the story with the following heading - "Changi Airport's 'first bag on the belt in 12 minutes' standard relaxed".http://www.straitstimes.com/singapore/bag-wait-at-changi-airport-may-get-longer

All hell breaks lose when ex SIA, ex SATs, ex Min senior big wigs start to write in and what to know what is going on. Emails are fast and furious and even goes to JY Pillay from his ex staff. Even current Civil and Political appointees wondering what is going on. They cannot understand why if the vets can do it why not the present lot. They have no issues with separate standards for Budget but why the rest. The Airline industry is notorious for severe business cycles but these have been handled better.

CAAS panics and the Brothel is contacted to salvage their standing

11h May 2016 - Brothel runs the same story with different heading and content and it is the same journalist. Here is the new heading "Changi Airport sets new standards for service"

Note the difference between the 2 headers on the exact same topic and issue and by the same journalist.

Standards are sinking in Singapore as a whole. CAAS is just an example. If one compares Singapore of the 70's-90's with today it will be hard to say quality of life has improved. We perhaps have more things, but less hope and more discomfort. The increase in crowding, traffic, the removal of green spaces, the relentless construction to accommodate more people produces a society under extreme stress. The stress of the 60's -80's was good stress, you could see the results of hard work. Today you need hard work just to stay in place. Is Singapore different from many other developed countries, I am not sure. The rise of the Donald in the US is the result of a growing mass of disaffected Whites who feel ignored in what they think is their country. Had Singapore been a less repressive place we would have had Donalds of our own.

I feel that the PAP (not the government though they are the same for now) has decided the good things we had in the past are luxuries we cannot now afford (space, greenery, traffic). So they have to get us used to lower standards. The beneficiaries are you-know-who. We are becoming like any other country. Elites work for themselves and burden the masses. Your hope for a better life is to join the Elites. This becomes less and less possible if you are not born to it. This is the Natural Aristocracy of the PM's vision.

One can say Singaporeans sold their souls at some point in time. It is always the few faint voices who warned us but of course nobody heard them. Nobody spoke for them when they were tarred and feathered, drawn and quartered. Singaporeans will pay a heavy price for such indifference. They are paying it already, but most still seem oblivious.

When we had GKS and Rajaratnam and Toh Chin Chye, power was concentrated but used for the people. Power is now concentrated and used to protect wealth. There are still good men in the government and civil service, but rapidly diminishing.

Do agree bro. I also sense that many of the present lot are just milking all the hard work and investment created by the pioneers and the visionaries. There is also no sign of a genuine desire to innovate and challenge the World. We had SIA, PUB etc that not only challenged the World in delivery and standards but they started from practically nothing. I also remember that the talent was all local. So what went wrong.
