The West have implemented this importation if skilled workers for decades and benefitted from it.
Foreign students pay full fees and upon graduation and employment, contribute to US society and country with out costing US government a cent. The losses are from those countries these students comes from financially.
Plus the skill visa should be targeted at only engineering and science and maths skills. The rest are not required.
