CCTV released video of conductors in Buenos Aires, sleeping, reading a book and checking their emails while driving trains.
Florencio Randazzo said conductors would now need to pass physicals to ensure they do not fall asleep as well as new exams and more training.
The capital's rail network has been criticised in recent years for its poor conditions and a lack of investment.
In June, at least three passengers were killed and more than 200 injured in a train crash, while last year, 50 people were killed and more than 700 were injured when a packed commuter train ploughed into a rail terminus at rush hour.
