On several occasions, I have witnessed a resident at my block smoking inside the lift. But even after I reported the matter to the Bishan-Toa Payoh Town Council and provided details such as the day, time and even address of the offender (as he was a neighbour), no action seems to have been taken.
This was despite the presence of closed-circuit television (CCTV) systems inside the newly upgraded lifts.
I was told that it was difficult to identify the offender as the CCTV footage was unclear.
What is the point of spending thousands of dollars on CCTV systems for the lifts if the images taken cannot be used to identify offenders?
