It seems that almost all the "Caught Off Guard" ministers have the lowest ranking, from Raymon Lim (Public Transport) to MBT (HDB).

If such so-called "survey" was not conducted by the Straits Times straw poll department, it has little credibility and is probably statistically biased.

Khaw is very popular as a result of his constant engagement with the people and his endless apologies. Similar to George Yeo. Note that he does not scold Singaporeans. The ones below are those that are incompetent or aloof or both.

If you out Raymond Lim is Health and Khaw in Transport, the survey will still be the same. I am sure however the outcomes in the ministries and their policies would be different.

Above 25.00, opposition should avoid contesting? The puzzling high scorer here is the perpetually puzzled foreign affairs minister, who has even dabbled into support for extra-marital affairs.
