It's not whether local non-white Singaporeans can afford PAP. It's whether PAP can afford local non-white Singaporeans. According to PAP, local non-white Singaporeans are too expensive and lazy. So that means PAP cannot afford their own citizens, which is why they have had to turn to much cheaper and better labour sources.
