I dont think so with the construction still going on and many crane still in the area.
Sands really talk cock keep on saying will open this/that date many times that I has lost count. I guess more than 5 times. Delay about 2 years behind schedule and cost have overrun with the compounded interest in 2 years and material cost up sure doom for the Sands.

I am sure to pass by that area once a week. I also puzzled how they are going to be ready by 27 Apr. Lots of construction going on there. The only place that i see could be ready is the walkway facing the merlion. I think they will "open" that walkway so we all can go there jalan jalan.

I think they're on schedule for partial opening, can see trees already planted at the skybridge. Some parts of the roof at the MICE area just needs completion, easily done in another week. The lotus flower and other areas to the right aren't important for opening.

Construction still on going. Even the exibition hall roof not even finnish. Still many crane on site and road enter to Sands still not clean and clear.
