Local-born not so industrious these days. Likely money trail - probably launder in HK OCBC before sending to OCBC Singapore. That's why need a Sg national - less likely to be flagged.
Many PRCs with kuku passports (Cambodia, St Kitts, etc) get flagged because they are born in China, national of St Kitts, Bank account in OCBC Singapore but mailing address in Malaysia.
