Buying govt bonds as investments

I heard that the govt bonds are another alternative to stock investments.

Especially bonds issued by other countries like Indonesia and Malaysia.
They are not risky as stocks, I am told.

Can we buy these overseas bonds here or must go through overseas brokers. ?

Hope someone here can give some guidance about this bond markets and where to buy them.

Locally or reliable overseas brokers or dealers if any.
