This year's budget is apparently geared towards the fiscal year 2021 - 2025. Should have asked this question in 2015.

First time I hear of a budget outlining major financial impact not for the next fiscal year but sometime much further down the road.

For sure included in this year's 2018 budget is the intended collection of some monies from Sylvia Lim's budget.
