British Prime Minister Gordon Brown hopes to forge a "global new deal" with President Obama to rescue the world's economy when he makes his first visit to the White House since Obama's inauguration.

The Times of London reports Brown, who arrives Tuesday, will reportedly introduce a plan requiring massive spending on a worldwide scale.

The prime minister is expected to invoke the words of President Franklin D. Roosevelt, who proposed the government-financed New Deal to confront the Great Depression in the 1930s, the paper reports.

"There is no international partnership in recent history that has served the world better than the special relationship between Britain and the United States," Brown writes in an opinion piece published Sunday in the Times of London.

Brown's 21st century deal calls for "universal action to prevent the crisis spreading" and "action to kick-start lending so that families and businesses can borrow again." It also requires "reform of international regulation to close regulatory gaps" and "the creation of an international early warning system."

Brown, who has hinted at increasing Britain's tax cuts to boost that nation's economy, is expected to present his proposal during a joint session of Congress on Wednesday.

I asked a British journalist to characterize the atmosphere of Prime Minister Gordon Brown's visit to Washington, to set the tone of what's being billed here as the first business meeting between a European leader and the new U.S. President.

"Panting desperation," he said.

Officially, Brown is laying the groundwork for next month's summit here of the G-20 nations; he wants to return with an action plan for what he's calling a, "global new deal, whose impact can stretch from the villages of Africa to reforming the financial institutions of London and New York... Giving security to the hardworking families in every country."

In other words, his official business in Washington involves meeting with President Obama to come up with a British-American plan to save the world from economic collapse.

Unofficially, though, it's generally believed that what Brown's out to rescue in America — as much as the world economy — is his own political future.

Polls here show the beleaguered Brown would lead his Labor party to defeat were elections held today. He's going to Washington, as The Guardian newspaper put it, "hoping for (an) Obama bounce."

Winston Churchill coined the phrase "special relationship" to describe the unbroken – and perhaps unbreakable – ties that bind the U.S. and the U.K.

In practice, The Guardian points out, "American presidents embrace it whenever they need international cover for foreign escapades, while U.K. prime ministers invoke it in the hope that some of the sparkle of the presidency will stick to them."

British Prime Minister Gordon Brown said that the world is facing "an economic hurricane" that can only be addressed by global cooperation.
The President and UK Prime Minister meet to discuss the shaky economy.

"Sometimes the reality is that defining moments of history come suddenly and without warning," Brown said in an address to Congress today. "An economic hurricane has swept the world, creating a crisis of credit and of confidence."

Brown called the global recession a new priority "for our new times."

"I come now to talk of new and different battles we must fight together; to speak of a global economy in crisis and a planet imperiled," he said. "And if perhaps some once thought it beyond our power to shape global markets to meet the needs of people, we know now that is our duty; we cannot and must not stand aside."

In particular, Brown implored nations at the G20 meeting in April to agree on "standards for accountability and "transparency" to "apply to every bank, everywhere, and all the time" to bring about "an end to the excesses."

He also spoke about the need for a worldwide lowering of interest rates and a renewed international economic cooperation.

"We should seize the moment, because never before have I seen a world so willing to come together," he said. "Never before has that been more needed. And never before have the benefits of cooperation been so far reaching."

Brown said that "now more than ever, the rest of the world wants to work with [the United States]" and called the partnership between the United States and Great Britain an "unbreakable" alliance.

"Alliances can wither or be destroyed, but partnerships of purpose are indestructible. Friendships can be shaken, but our friendship is unshakeable. Treaties can be broken but our partnership is unbreakable. And I know there is no power on Earth than can drive us apart."

He said his belief that the United States and the world can educate and work their way out of the current situation "is not blind optimism or synthetic confidence to console people; it is the practical affirmation for our times of our faith in a better future."

Speaking about that future, he also called for "a historic agreement on climate change."

"I believe that you, the nation that had the vision to put a man on the moon, are also the nation with the vision to protect and preserve our planet Earth," he said. "And it is only by investing in environmental technology that we can end the dictatorship of oil, and it is only by tackling climate change that we create the millions of new green jobs we need."

Brown pledged that Britain would work tirelessly with the United States on the peace process in the Middle East and the shared goal of a two-state solution to secure a safe Israel "existing side by side with a viable Palestinian state."

"And our shared message to Iran is simple," he said. "We are ready for you to rejoin the world community. But first, you must cease your threats and suspend your nuclear program."
