Taji Mustafa, a British Islamist and former spokesman for the now-banned Hizb ut-Tahrir, advocated for the establishment of a Caliphate in Syria during an online "victory rally" on December 15, 2024, celebrating the fall of the Assad regime. In his speech, Mustafa declared that the West was "bankrupt" and had nothing to offer to the people of Syria. He argued that the solution to Syria’s problems lay in Islam, specifically in the establishment of a Caliphate that would implement shari’a law. According to Mustafa, this system would "establish justice" and safeguard the rights of both Muslims and non-Muslims. He emphasized the need to advocate for Islam and the Caliphate in Syria.
In July 2014, Mustafa, who was then Hizb ut-Tahrir’s spokesman in the U.K., called for Muslim armies to rise against their governments. The U.K. government later banned Hizb ut-Tahrir in January 2024, proscribing it as a terrorist organization.
Mustafa's remarks were made during an online rally hosted by several Islamic organizations and podcasts, including Islam 21C, the Mad Mamluks, CAGE, Friends of Al-Aqsa, UNMATICS, and the Thinking Muslim. Other notable speakers at the rally included former Hizb ut-Tahrir leader in Britian Dr. Abdul Wahid, British Islamic leader Haitham Al-Haddad, American Islamic scholars Yasir Qadhi and Omar Suleiman, American Syria-based jihadi journalist Bilal Abdul Kareem, former Guantanamo Bay prisoner Moazzam Begg, U.K.-based Palestinian academic Azzam Al-Tamimi, Dilly Hussain, deputy editor of 5Pillars, and Uyghur activist Arslan Hidayat.

"Islam has to be that which we look to to solve the problems of this land. If you don't advocate for Islam now, when will you ever advocate for Islam?

"Islam in this land means the Caliphate system. That is the Islamic system, which when it rules a society, the Muslims appoint a caliph [and have] one contract with him: 'We appoint you for you to implement the shari'a over this society.' That is what establishes justice, that is what looks after Muslims and non-Muslims. The Umayyad Caliphate had its capital in Damascus, and non-Muslims thrived under it. That is what creates justice, so you don't have another Sednaya [Prison].

"We have a duty now to be a part of this continued struggle. There are some not great signs, but there are positive signs of uprising. The not great signs – they are trying to steal it. We have to be there in the struggle, advocating for Islam and the Caliphate. With the help of Allah, absolutely, this land will return to Islam under the shari'a and the Caliphate, inshallah. So we all have a part to play, absolutely."
