The 2.9b money for upgrading actually comes mainly from the citizens' cpf savings, income tax and gst and not money owned by the pap govt.

SG economy does not benefit from this public expenditure as most of the money are spent on ceca contractors and workers who will repatriate the money back to india.

Singapore SWF, GIC cannot survive without depending on CPF members savings as 71% of gic aum is made of cpf's S$ 393.2 bn and cpf savings are mixed together with

a pool of funds and invested by gic which is also the largest contributor to sg annual Budget.

Since hdb dwellers are not direct owners but only lessees, the onus of upgrading the flat is expected of hdb, who is the landlord owner.

I'm quite sure you have to pay for the Home Improvement Programme. Before the upgrading begins, there would be a 'showflat' at the void deck and each resident gets to vote. Often, a 'no' vote is not allowed.

the real shrewd owner will re-invest in their own properties. the upgrades go towards the asset enhancement and higher potential value of the properties. hdb lessees are just temporary beneficiaries of these upgrades and not permanent beneficiaries. at the end of the lease, the money spent can serve multiple ways: amortize over several years to make it look good as capital expenditure on the balance sheet (private owners can maximize tax deduction and depreciation on this but this is pubic thus not sure about taxation), boost gdp, award cronies with huge contracts, create "employment" and jobs, increase value of properties in real owner's portfolio, etc. heads they win tails you lose.
