Nato has observed columns of Russian tanks, artillery and troops entering eastern Ukraine in the past two days, the military alliance’s senior commander in Europe said.

Observers from the Organisation for Security and Cooperation in Europe (OSCE) reported on Tuesday seeing a convoy of 43 unmarked military lorries – five towing heavy artillery howitzers and another five with multiple rocket launchers – travelling into the rebel stronghold of Donetsk.

General Philip Breedlove said in Sofia: “Across the last two days we have seen the same thing that OSCE is reporting. We have seen columns of Russian equipment – primarily Russian tanks, Russian artillery, Russian air defence systems and Russian combat troops – entering into Ukraine.

“We do not have a good picture at this time of how many. We agree that there are multiple columns,” the US general added.

It was the latest in a string of recent sightings of unmarked lorries and heavy weapons heading towards the frontline in rebel-controlled areas.

Kiev said it was readying for fresh combat operations in the war-torn east, fuelling fears of a return to all-out conflict two months after a ceasefire deal halted fighting along much of the frontline.

Stepan Poltorak, Ukraine’s defence minister, said Kiev was preparing for a new round of fighting after seeing increased activity by Russia and pro-Moscow rebels across the region.

“The main task I see is to prepare for combat operations. We are doing this, we are readying our reserves,” Poltorak said at the start of a cabinet meeting. “We observe their movements, we know where they are and we expect unpredictable actions from them.”

He said the situation in the conflict zone was “complicated but stable” for now.

Moscow has consistently denied that it is involved in the fighting in east Ukraine. But it openly gives political backing to the self-declared separatist statelets, and it is unclear how else the rebels could have acquired the heavy weaponry typical of a regular army.

Moscow deployed unmarked troops to seize the Ukrainian peninsula of Crimea in March, first denying they were its forces before admitting it had sent in soldiers.

The UN security council will hold an emergency session later on Wednesday to discuss the Ukraine crisis, with representatives from the OSCE set to give an update on the situation on the ground.

The OSCE, which is monitoring the ceasefire, said on Tuesday that there was a growing risk of an escalation in the conflict, which has claimed more than 4,000 lives since April, according to UN figures.

Heavy artillery fire in Donetsk continued for several hours on Wednesday , the most intense fighting since the weekend. The barrage of mortars fired from near the city centre towards government positions at the ruined airport eased by early afternoon.

Ukraine’s military said one soldier had been killed and five wounded as its positions came under repeated shelling around the region over the past 24 hours.

NATO accused Russia of sending columns of troops and heavy weapons into Ukraine in the past two days, as the government in Kiev warned the nation’s eastern combat zone is close to returning to open war.
Russia’s Defense Ministry denied the accusations, according to state-run RIA Novosti. Pressure has been building for days, with the government and rebels are accusing each other of gearing up for a renewed military push that risks swelling the death toll of more than 4,000. The UN Security Council is scheduled to hold an emergency session in New York today over the intensifying conflict.
“We have seen columns of Russian equipment, primarily Russian tanks, Russian artillery, Russian air-defense systems and Russian combat troops entering into Ukraine,” U.S. Air Force General Philip Breedlove, NATO’s top military commander, told reporters in Bulgaria today. “We do not have a good picture at this time of how many. We agree that there are multiple columns that we have seen.”
The separatists and their Russian backers are amassing troops in the areas of the Donetsk and Luhansk regions they’ve seized, Ukrainian Defense Minister Stepan Poltorak told a government meeting in Kiev earlier today. One Ukrainian serviceman died and five were wounded in the past 24 hours, a military spokesman said. There was no independent confirmation of the accounts.
Cold-War Foes

Friction over the region’s fate is driving a wedge between Russia and its former Cold War foes in their worst geo-political standoff since the fall of the Iron Curtain. Ukraine says President Vladimir Putin is stoking the unrest to create a potential frozen conflict that will thwart the former Soviet republic’s efforts to deepen ties with the EU. Putin denies his country is involved militarily.
The yield on Ukraine’s dollar-denominated note maturing July 2017 jumped 154 basis points to 17.674 percent by 6:38 p.m. in Kiev. The hryvnia gained 2.7 percent against the dollar after tumbling 18 percent in the previous five trading days.
“Investors are voting with their feet -- they now expect further Russian military intervention, and expect the West to do nothing to help Ukraine,” Timothy Ash, London-based chief economist for emerging markets at Standard Bank Group Ltd., said by e-mail today. Bondholders are increasingly concerned a war could lead to the “collapse of a state” that would “not be able to pay” its debts, he said.
UN Meeting
Russia’s ruble, which has fared worse than any other currency during the past three months, was 1 percent stronger at 46.2208 per dollar at 5:36 p.m. in Moscow.
There’s no evidence confirming Russia has sent troops into Ukraine, news service RIA Novosti cited Russian Defense Ministry spokesman Igor Konashenkov as saying. The ministry no longer pays attention to Breedlove’s comments, Konashenkov said.
NATO and Ukraine said Russian troops were involved in heavy fighting that preceded a Sept. 5 truce signed in Minsk, Belarus. At the time, Ukraine said Russia was conducting a “full-scale” invasion that resupplied rebel forces and aided an assault that halted a government push to retake territory. President Petro Poroshenko then called for a cease-fire after Ukrainian television images showed Russian tanks advancing toward the Sea of Azov port of Mariupol and fighting raged in its outskirts.
The UN Security Council will hold an emergency meeting at 2:30 p.m. today in New York, Australian representative Gary Quinlan said on his Twitter account.
‘Losing Time’
German Foreign Minister Frank-Walter Steinmeier told reporters that Organization for Security and Cooperation in Europe observers reported pro-Russian separatists were preparing for a major military confrontation.
“That’s in no one’s interest. We’re losing time,” he said in a news conference alongside Hungarian Foreign Minister Peter Szijjarto in Berlin today. “We’ve reached a point where we cannot say how this conflict will continue to develop.”
Szijjarto, whose country has resisted supporting stricter sanctions against Russia after it after it took a 10 billion euro ($12.4 billion) loan from Russia this year to finance a power plant project, said violating international law was “unacceptable.”
“When someone openly breaks international law, the EU must act together and decisively,” Szijjarto said.
Military Actions
Near the center of Donetsk, the biggest city in the conflict zone, the OSCE in Europe said yesterday its monitors saw a convoy of 43 unmarked military trucks. Several of the vehicles were towing howitzers and multi-launch rocket systems, according to the OSCE.
“We see reinforcement,” Poltorak said today. “We follow their movements, we know about their locations and of course we expect their unpredictable actions. The main task is now to prepare for conducting military actions.”
EU foreign ministers will discuss “restrictive measures” against Russia when they meet next week, Maja Kocijancic, spokeswoman for EU foreign-affairs chief Federica Mogherini, said yesterday.
Further economic penalties aren’t planned, with the bloc considering targeting people associated with “illegal” elections in rebel-held areas of Ukraine on Nov. 2, German Chancellor Angela Merkel said.
