The Russian navy has begun fitting warships with “visual optical interference” weapons that can cause hallucinations and sickness in enemies.

The 5P-42 Filin was developed after research at St Petersburg’s Institute of the Human Brain. It is designed to blind and disorientate enemies using fast pulses of high-intensity light beams.

The Filin — which is Russian for eagle owl — is produced by the state company Roselektronika and has been fitted to the frigates Admiral Kasatonov and Admiral Gorshkov. It is expected to be fitted to two more frigates of the same class that are under construction.

Moscow: In what could be a story worthy of a James Bond novel, Russia has reportedly developed a non-lethal dazzler-type weapon that could temporarily disrupt the eyesight of enemy soldiers and can even make them hallucinate and vomit. The Russian Navy is said to have designed it in order to ensure that the enemy soldiers miss their targets as the weapon disorients them and makes them feel sick.
The weapon, called 5P-42 Filin or Eagle Owl, has been installed on the Admiral Gorshkov and Admiral Kasatonov, a news portal reported quoting RIA Novosti media agency. The two Russian warships have recently made trips to the Mediterranean Sea.
According to a news report, the Russian forces tested the weapon on a few volunteers who were given assault rifles, sniper rifles and machine guns and were asked to shoot at targets kept almost a mile away and guarded by the futuristic design. Apparently, all of them found it difficult to aim as they "could not see the target."
Ruselectronics, a Russian state-owned developer technology company, has reportedly developed the weapon that is likely to be installed into future military vessels as well. A UK daily reported that at least two more frigates, whose construction is still underway, could also be fitted with this weapon.
As per The Express, the futuristic device shoots off an oscillating beam of high-intensity light which can "effectively suppress" laser distance sensors, night vision technology and guidance systems for anti-tank missiles from a range of up to 3 miles.
The team that designed the weapon claimed that it could be used during military action or raids against terrorists and other criminals.

Two Russian warships have been fitted with an unusual defensive weapon that reportedly causes its victims to become disorientated, hallucinate and even want to vomit.
The non lethal weapon, called 5P-42 Filin, is described as a “visual optical interference” device and is designed to temporarily incapacitate its targets.
According to RIA Novosti, Russia’s domestic state news agency, the Filin device has been deployed on the Russian naval frigates Admiral Gorshkov and Admiral Kasatono.
The weapon fires a beam similar to a strobe light that affects the victim’s eyesight and ability to look at and concentrate on a target, according to local media reports. The non lethal device is said to be able to temporarily blind its target.
The weapon was reportedly tested on people during training sessions in which volunteers tried to hit targets protected by the device with sniper rifles and machine guns from two kilometres away.
Nearly half of the test subjects, or 45 per cent, said they experienced dizziness, nausea and feelings of disorientation when hit with the light beam.
Twenty per cent were said to have experienced hallucinations, described as “a ball of light moving in front of (our) eyes.”
The manufacturer of the device, state owned electronics company Ruselectronics, would not say how many people were involved in the testing.

PUTIN VOWS TO WORK ON HYPERSONIC MISSILES
Russia president Vladimir Putin has vowed to step up work on hypersonic missiles — projectiles that travel at five times the speed of sound — after a key nuclear arms treaty with the US collapsed.
Both the United States and Russia have abandoned the Intermediate-Range Nuclear Forces (INF) Treaty this month, fomenting fears of a renewed arms race between the two major powers.
The sudden collapse of the treaty came after the US accused Russia of violating the 1987 agreement with “impunity” by developing banned missiles capable of targeting western Europe.
The situation has raised fears of a return to a Cold War-like showdown. In the 1980s, the US and Soviet Union both deployed intermediate-range missiles on the European continent.
Such weapons were seen as particularly destabilising, and still are, as they only take a few minutes to reach their targets, leaving no time for decision-makers and raising the likelihood of a global nuclear conflict over a false launch warning.

Speaking on the weekend in a televised meeting with his foreign and defence ministers, Mr Putin instructed the military to work on developing new land-based weapons that were previously forbidden by the INF treaty.
Defence Minister Sergei Shoigu reported to Putin that they would include a land-based version of the Kalibr ship-based cruise missile and a new hypersonic intermediate-range ballistic missile that the US would be powerless to defend against.
Mr Putin emphasised that such new weapons won’t be deployed unless the US does so.
“Russia will not station intermediate-range weapons in Europe or other regions until similar US weapons appear in those regions,” he said.

A Russian frigate sailed through the English Channel after a stop off the Scottish coast, where it was shadowed by a UK warship and closely watched by local media that fanned fears about a “hallucination-inducing device” on board.
‘Admiral Gorshkov’ and three auxiliary vessels has successfully passed through the Channel and made it to the Atlantic Ocean, according to Russian Navy’s Northern Fleet. This is the first long-term deployment of the newest warship, which was commissioned by the Russian Navy back in July last year.

Earlier this week, the four-ship naval task group had been spotted near the coast of Scotland en route to the Mediterranean. The Royal Navy scrambled its HMS ‘Defender’ to shadow the 4,500-ton guided missile frigate.
A navy spokesman told the Times that the ‘Defender,’ a Portsmouth-based Type 45 destroyer, was “monitoring the Russian task group and keeping track of their activity in areas of national interest.”
The reserved statement didn’t play well with Scottish politicians, however, who said they felt defenseless as a result of Russia’s maritime deployments. “The UK’s Ministry of Defence is failing Scotland, allowing Russian navy vessels sailing through our territorial waters at will to conduct provocative drills like this,” SNP Defence spokesperson Stewart McDonald argued.
All Royal Navy warships vessels are based on the Channel coast, and it takes too long for them to arrive in Scottish waters in the event of an emergency, he complained.
That aside, UK media tried to seize the opportunity to fan the “Russia scare.” The Times, for instance, said that at least one of the ‘Admiral Gorshkov’-class frigates is reported to have been fitted with the Filin 5P-42 weapon, a “visual optical interference” device.

The secretive weapon is believed to cause “dizziness, nausea and feelings of disorientation” among enemy personnel, the paper suggested. The non-lethal device is believed to have been installed on Gorshkov-type frigates, but there are no verifiable reports that it was used in situations other than sea trials.
The Royal Navy tried to calm fears, saying that the Russian ships had stopped off the Scottish coast to seek shelter during a storm. They continued on their journey once conditions cleared, a Navy source said. “They were waiting out the weather. Anyone who says they were trying to agitate is pushing fake news,” he stated.
