[Reporter] Boeing 737 MAX 8 passenger jets caused security concerns. The newspaper visited Tan Wenhao, a member of the Citizens Party Legislative Council who was a civil aviation pilot. He believed that the Hong Kong Civil Aviation Department should ban the same passenger aircraft from flying into Hong Kong and to the United States. The Federal Aviation Administration (FAA) and Boeing Company pressured to announce a global grounding; he also said that since two flight recorders, commonly known as black boxes, have been found, I believe that conclusions will soon be reached.

Tan Wenhao said that although the Boeing 737 series has been flying for many years, the new Boeing 737 MAX 8 is different from the system. The aircraft involved changed the position of the engine, making the body easy to lose balance. Boeing added a "Machine Feature Enhancement System" (MCAS) control system to automatically adjust the balance of the body based on the data of the angle of attack sensor. In the Indonesian Lion Air Difficulties, due to misreading data from the angle of attack, triggering MCAS mistakenly caused the nose to crash down. For the Boeing upgrade Boeing 737 MAX software, limiting the automatic adjustment of the control system, Tan Wenhao believes that this is a passive move, in response to the emergence of erroneous data.

John Goglia, a former investigator of the National Transportation Safety Board, said that the Ethiopian airliner crashed six minutes after take-off. The automatic trim Boeing introduced on the 737 MAX, called MCAS, was news to us last week. Graver, it was news to the Pilots flying the MAX since 18 months as well.
Boeing and its oversight, the FAA, decided the Airlines and their Pilots had no need to know. The Lion Air accident can prove otherwise.


The background to Boeing’s 737 MAX automatic trim
The automatic trim we described last week has a name, MCAS, or Maneuvering Characteristics Automation System.
It’s unique to the MAX because the 737 MAX no longer has the docile pitch characteristics of the 737NG at high Angles Of Attack (AOA). This is caused by the larger engine nacelles covering the higher bypass LEAP-1B engines.
The nacelles for the MAX are larger and placed higher and further forward of the wing, Figure 1.

By placing the nacelle further forward of the wing, it could be placed higher. Combined with a higher nose landing gear, which raises the nacelle further, the same ground clearance could be achieved for the nacelle as for the 737NG.
The drawback of a larger nacelle, placed further forward, is it destabilizes the aircraft in pitch. All objects on an aircraft placed ahead of the Center of Gravity (the line in Figure 2, around which the aircraft moves in pitch) will contribute to destabilize the aircraft in pitch.

The 737 is a classical flight control aircraft. It relies on a naturally stable base aircraft for its flight control design, augmented in selected areas. Once such area is the artificial yaw damping, present on virtually all larger aircraft (to stop passengers getting sick from the aircraft’s natural tendency to Dutch Roll = Wagging its tail).
Until the MAX, there was no need for artificial aids in pitch. Once the aircraft entered a stall, there were several actions described last week which assisted the pilot to exit the stall. But not in normal flight.
The larger nacelles, called for by the higher bypass LEAP-1B engines, changed this. When flying at normal angles of attack (3° at cruise and say 5° in a turn) the destabilizing effect of the larger engines are not felt.
The nacelles are designed to not generate lift in normal flight. It would generate unnecessary drag as the aspect ratio of an engine nacelle is lousy. The aircraft designer focuses the lift to the high aspect ratio wings.
But if the pilot for whatever reason manoeuvres the aircraft hard, generating an angle of attack close to the stall angle of around 14°, the previously neutral engine nacelle generates lift. A lift which is felt by the aircraft as a pitch up moment (as its ahead of the CG line), now stronger than on the 737NG. This destabilizes the MAX in pitch at higher Angles Of Attack (AOA). The most difficult situation is when the manoeuvre has a high pitch ratio. The aircraft’s inertia can then provoke an over-swing into stall AOA.
To counter the MAX’s lower stability margins at high AOA, Boeing introduced MCAS. Dependent on AOA value and rate, altitude (air density) and Mach (changed flow conditions) the MCAS, which is a software loop in the Flight Control computer, initiates a nose down trim above a threshold AOA.
It can be stopped by the Pilot counter-trimming on the Yoke or by him hitting the CUTOUT switches on the center pedestal. It’s not stopped by the Pilot pulling the Yoke, which for normal trim from the autopilot or runaway manual trim triggers trim hold sensors. This would negate why MCAS was implemented, the Pilot pulling so hard on the Yoke that the aircraft is flying close to stall.
It’s probably this counterintuitive characteristic, which goes against what has been trained many times in the simulator for unwanted autopilot trim or manual trim runaway, which has confused the pilots of JT610. They learned that holding against the trim stopped the nose down, and then they could take action, like counter-trimming or outright CUTOUT the trim servo. But it didn’t. After a 10 second trim to a 2.5° nose down stabilizer position, the trimming started again despite the Pilots pulling against it. The faulty high AOA signal was still present.
How should they know that pulling on the Yoke didn’t stop the trim? It was described nowhere; neither in the aircraft’s manual, the AFM, nor in the Pilot’s manual, the FCOM. This has created strong reactions from airlines with the 737 MAX on the flight line and their Pilots. They have learned the NG and the MAX flies the same. They fly them interchangeably during the week.
They do fly the same as long as no fault appears. Then there are differences, and the Pilots should have been informed about the differences.

Countries around the globe are grounding their Boeing 737 MAX 8 fleets, as the best-selling jet is under investigation after two deadly crashes in under five months. The US firm’s reputation and billions of dollars are at stake.
The 737 Max 8 operated by Ethiopian Airlines crashed six minutes after take-off on Sunday en route from Addis Ababa to Nairobi, killing all 157 people on board. The tragedy followed Indonesia's Lion Air 737 Max 8 crash in October that killed 189 passengers and crew.
The latest crash of the best-selling jet in the Boeing's 737 range might seriously challenge the unrivalled reputation of the aerospace giant. Despite the October crash the manufacturer could boast 5,011 firm orders from 79 customers for its 737 MAX 8 as of the end of January.

The worst-case scenario may reportedly wipe out up to five percent of Boeing's annual revenue within several months. If the software problem causes full grounding of the jets and even suspension of deliveries, the company will lose around $5.1 billion, according to experts from Jefferies investment bank, as quoted by the Washington Post. The analysts say that the entire 737 program is projected to raise $32 billion for Boeing in 2019 alone.
Boeing stock continued sliding on Tuesday, down over five percent at 14:44 GMT.
Late on Monday, the US Federal Aviation Administration (FAA) said Boeing's 737 Max 8 model is airworthy. The agency declined to order airlines to ground the jet. The aerospace group said it is working on a software update on the aircraft in close cooperation with the FAA.
The FAA decision hasn't stopped global carriers and aviation authorities from grounding the jet until the results of a full investigation, which could take months. However, some regulators reject to the drastic measure, saying that mounting concerns over the jet's safety are far too premature.

The entire European Union – 28 countries – has banned the 737 MAX aircraft from their airspace on Tuesday, when the European Aviation Safety Agency (EASA) announced the move to “ensure the safety of passengers.” At the same time, the watchdog stressed it was too early to draw any conclusions on the causes of the crash in Ethiopia.
Earlier in the day, several European countries, including the UK, France, Germany, Austria, Ireland, the Netherlands, Norway and Belgium took separate action against the ill-fated plane, suspending all flights involving it.
Ethiopian Airlines has grounded the remaining four Boeing 737 MAX planes in its fleet as an "extra safety precaution." The air carrier still has orders for an additional 25 same-model jets placed with Boeing.
China's Civil Aviation Administration has ordered all the country's domestic airlines to stop flights using the airplane. The regulator cited "zero tolerance for safety hazards" as grounds for the decision. According to Chinese media reports, the country's airlines are currently operating 97 of the planes in their fleets.
Indonesia joined the ban, having suspended the flights of all Boeing 737 MAX 8 planes operated by its airlines. The step will "ensure that aircraft operating in Indonesia are in an airworthy condition," according to an official statement by the Directorate General of Air Transportation at the Ministry of Transportation.
Oman closed its airports to 737 MAX jets on Tuesday. The sultanate’s Public Authority for Civil Aviation announced that it was “temporarily suspending operations of Boeing 737 MAX aircraft into and out of all Omani airports until further notice.”
Indian Directorate General of Civil Aviation, the country’s aviation watchdog, grounded the troubled Boeing bestseller on Tuesday evening, and later closed its airspace for the 737 Max 8s altogether.
Cayman Airways, which also flies the latest 737, said it was placing a temporary ban on flying the jets in the light of the latest accident.
Mongolia's Civil Aviation Authority has followed suit, ordering the national air carrier MIAT to temporarily suspend its Boeing 737 MAX flights.

Royal Air Maroc announced it is suspending all commercial flights carried out by the aircraft.
The Civil Aviation Authority of Singapore pledged to temporarily stop using "all variants of the Boeing 737 MAX aircraft into and out of Singapore in light of two fatal accidents involving Boeing 737 MAX aircraft in less than five months." The ban will affect the carriers that fly into the country, including China Southern Airlines, Garuda Indonesia, Shandong Airlines and Thai Lion Air, as well as Singaporean domestic airline SilkAir, which had previously rejected the grounding measure.
Vietnam, where no airline currently operates the aircraft, announced on Wednesday that it was shutting down its airspace for the 737 MAX 8 model. “Airlines will be affected by this ban as they will have to use different aircraft, but this is all for safety reasons,” the Civil Aviation Authority of Vietnam (CAAV) said, noting that licenses would not be restored until either the “the causes of the crash are identified” or the FAA takes “remedial measures.” Vietnam’s Vietjet airline is about to receive some 200 737 MAX 8 planes this year.
On Tuesday, Australia's Civil Aviation Safety Authority (CASA) temporary placed a ban on in and out flights carried by all Boeing 737 MAX 8 jets.
"This is a temporary suspension while we wait for more information to review the safety risks of continued operations of the Boeing 737 MAX to and from Australia," the regulator said.
The United Arab Emirates General Civil Aviation Authority issued a ruling on Tuesday, banning all Boeing 737 MAX models from flying in its airspace. The ban refers to the Emirati airline Flydubai, the only national airline that operates Boeing 737 MAX 8s and MAX 9s.
Australian carriers reportedly don't operate the 737 MAX, while two foreign airlines, including Singapore's SilkAir and Fiji Airways have been flying the jets into the country. SilkAir is barred from flying any 737 MAX by the Singaporean state aviation authority. However, Fiji Airways is not planning to stop flying the two 737 MAX 8s in its fleet.

South Africa's Comair Airways announced plans to delete the 737 MAX 8 from its flight schedule, though the carrier hasn't received any official requirements neither from regulatory authorities nor from the manufacturer.
"While Comair has done extensive preparatory work prior to the introduction of the first 737 MAX 8 into its fleet and remains confident in the inherent safety of the aircraft, it has decided temporarily not to schedule the aircraft while it consults with other operators, Boeing and technical experts," the company's statement reads.
South Korea's lowcoster Eastar Jet also grounded its two 737 MAX 8 jets starting to "dispel the worry and concern of the people." The carrier vowed to resume flights when there are no more safety concerns.
Argentina's largest airline placed a temporary ban on commercial operations for the five 737 MAX 8s in its fleet.
Aeromexico, the flag carrier airline of Mexico, is temporarily grounding its six 737 MAX 8 planes "until more thorough information on the investigation of flight ET302 accident can be provided."

Without the FAA ban, US airlines continue to operate the aircraft despite the two recent crashes. The country's two major carriers American Airlines and Southwest Airlines refused to stop operations of 737 MAX 8 jets. Texas-based American Airlines expressed its condolences to the families of crash victims, pledging to further monitor the investigation. Southwest Airlines, which operates 34 of the aircraft in its fleet, is not planning to change its operational policies or procedures.
Canada's air carrier WestJet decided not to suspend using the 13 MAX 8s it has in its fleet.
"We are monitoring the situation closely and will not speculate on the cause of the incident," WestJet said in a statement. "WestJet remains confident in the safety of our Boeing 737 fleet including our 13 MAX-8 aircraft first introduced in 2017."

Icelandair, the flag carrier of Iceland, said its three Boeing 737 MAX jets have never been involved in any incidents. The company pledged to monitor further developments with the aircraft.

Brazil's GOL Linhas Aereas, which operates seven 737 MAX 8s in its fleet, also refused to ground the jets.
"GOL continues to follow the investigations and maintains close contact with Boeing for clarification," the airline said in a statement. "The company reiterates confidence in the safety of its fleet."

India’s aviation regulator has banned Boeing 737 MAX 8 aircraft from its airspace and grounded the nation’s entire fleet of the bestselling jet amid concerns over its safety in the wake of the recent crash in Ethiopia.
The DGCA, the Indian aviation authority, announced the decision to ground all 737 MAX 8 single-aisle aircraft on Tuesday evening, following in the footsteps of numerous regulatory bodies in other countries and certain airlines.
The planes will stay in hangars "till appropriate modification and safety measures are undertaken to ensure their safe operations," India's Ministry of Civil Aviation stated on Twitter.

"As always, passenger safety remains our top priority. We continue to consult closely with regulators around the world, airlines, and aircraft manufacturers to ensure passenger safety," the ministry added.
The order will affect two major Indian airlines, the low-cost SpiceJet, which lists 13 model MAX 8 jets among its fleet, and Jet Airways, which has five.
SpiceJet echoed the aviation authority in its own statement, stressing that the safety of crew and passengers is of preeminent importance to the carrier. On Monday, the airline sought to defend the jet amid a wave of groundings, calling it a "highly sophisticated aircraft."
The suspension comes a day after the DGCA ordered additional maintenance checks on the planes and instructed the airlines to ensure that the aircraft are flown only by experienced pilots and co-pilots that have clocked in at least 1,000 hours and 500 hours on 737 MAX 8 jets, respectively.
Early on Wednesday, India closed its airspace to the troubled Boeing model completely. “No B737 Max aircraft will be allowed to enter or transit Indian airspace effective 1600hrs IST or 1030 UTC,” the ministry tweeted.

Boeing shares continued sliding on Tuesday, tanking by a further six percent, which amounts to a roughly an 11-percent drop in two days.

“Boeing is in big trouble,” said Giemulla, honorary professor of aviation law at Berlin Institute of Technology. He explained that “usually a plane crash is a unique occurrence and does not infect a complete series of a model.”
“Although Boeing is hesitant to confess that the indications cause this impression, it would be well advised to order the grounding of the whole fleet,”

The non-reaction of an aircraft manufacturer to obvious risks “shows an awkward view on its responsibility vis-a-vis the public,” according to the professor. “Confidence will be destroyed this way. To regain confidence will be difficult and takes many years. This here is a historical issue,” he said.
Wall Street firms Melius Research and Jefferies have estimated that it would cost Boeing between $1 billion and $5 billion to ground all its 737 MAX planes for a three-month period.
Boeing could afford the cost, as it posted record revenue of $101 billion last year (a $10.6 billion profit) and had forecast even stronger results this year.

The aviation expert disagreed with US President Donald Trump that the complexity of modern airplanes is to blame for the problems with the new jet. Giemulla told RT that the problem is actually new design and the man-machine interface.
“This aspect is well known. The cockpit crew of the Super Constellation consisted of seven people. Modern aircraft have just two pilots in the cockpit. This shows that technology has taken over many tasks. This is good because the number of crashes has decreased over the past decades.”
On the other hand, that causes new problems, Giemulla added, because many pilots are no longer used to flying a plane without the support of a computer. “Particularly in critical situations, there is a psychological barrier to switch off the computer and to be confronted with a dangerous situation and the possibility of their own death,” he explained.

According to Giemulla, who is also a lawyer, the FAA is taking a big risk by not immediately ordering the grounding of the troubled Boeing jets. “Of course, a third crash cannot be anticipated. But to let this plane fly after two similar occurrences is in fact very risky,” he said.
Talking about future problems for Boeing, he noted that sales are definitely at risk while around 5,000 orders are still pending. “I cannot imagine that the carriers leave them untouched.”
The possibility of major airliners switching orders from Boeing to Airbus depends on the composition of their fleet, the expert added. “If a company operates just Boeings they will most likely not switch because the pilots cannot just jump between the two kinds of planes. But companies with a mixed fleet will certainly think about that, to say the least,” Giemulla said.
