MND should clear the air, allay fears
THE unhappiness over the proposal to turn a former school into a dormitory housing some 1,000 foreign workers in Serangoon Gardens wouldn't have been blown out of proportion if the Ministry of National Development (MND) had done the following:
First, the ministry did not inform the relevant Members of Parliament of its intention to hold a preliminary feasibility study on converting the vacant school into a mega dormitory for foreign workers.
It appears that the MP, Mrs Lim Hwee Hwa, was just as shocked to have had to hear it from a grassroots leader.
Second, when the saga was reported in the press, the ministry should have stepped in forcefully to reassure residents that the dormitory wasn't a done deal.
But as the MND didn't, the impression created now is that if the plan is shelved, it is because the authorities are giving in to pressure from the middle class.
But, if the MND approves the school's conversion into a foreign workers' dormitory, Singaporeans will think that government decisions do not take the views of affected citizens seriously. The MPs will be seen as ineffective and of little help to residents.
The MND should state clearly the criteria for converting unused government buildings into such dormitories.
When the relevant authorities decided four years ago to relocate the technical school, wasn't there a plan for the vacant building? Wasn't wastage of state resources factored into the planning?
Serangoon Gardens residents like me feel that we are being made the scapegoat in the current controversy. Why should we bear the brunt of perhaps some civil servant's lack of proper planning?
I hope the MND can provide the answers that will lay to rest this ugly episode.
