Beijing City (inner) no longer ban FIRE CRACKERS

So called 北京五环内 means the inner parts of Beijing municipal. The major roads in the Chinese capital are formed by RINGS - 1环; 2环; 3环; 4环; 5环; arrangement a little like Toa Payoh, Ring roads a bit like Yishun Ring Road.

5th Ring is very far out, as far as I know, the city center's inner rings bans e.g. agricultural trackers on the roads & animal driven carts e.g. horse carriages, according to a time table, outside 5th ring, there is usually no bans.

Fire crackers used to be banned within the 5th ring, but now no more.

Half a million cartons of fire crackers are on sale within the 5th ring of Beijing Municipal from today onwards, and for as little as RMB$1 (SG$0.20) children can enjoy fire crackers!

今天上午,五环路内的烟花爆竹网点正式开门营业。目前3家批发单位已经向全市2400多个网点配送了50万箱烟花爆竹。上午,(北京)市烟花办还在全市18个区县开展了北京市烟花爆竹安全管理百万人上街集中宣传咨询日活动。
今天上午,记者在宣武区菜市口一家花炮零售网点看到,摊点已经摆满了各式各样的烟 花鞭炮,其中最便宜的是一种电光花,每盒仅1元,小孩比较喜欢的“快引”小鞭2元100个。而深受百姓喜爱的鞭炮类产品全部按照建议零售价销售,其中 500头“开门红”售价为10元,1000头“大富贵”售价为20元,比建议零售价还便宜6元。而大型的组合烟花相对较贵,其中仿国庆“网幕烟花”的“财 富专列”等系列组合烟花多为一千元以上。
“去年光180元的组合烟花我就买了四五个。”正在询问价格的市民刘先生告诉 记者,去年一共买了五六千元花炮,今年还打算多买点,“老百姓过年就得有个过节的气氛。”他看了看花炮的价格说,除了5000响的鞭炮比去年贵几元钱外, 好像鞭炮的价格都和去年的差不多。
摊点负责人李先生说,今年该网点已经购进了200多箱花炮,如果卖得快等过几天再继续补货。记者看到,这家网点共安排了四五位销售人员,其中戴着“安全巡视员”红袖标的就有3个人。“24小时都有人盯着,每天安监、公安的都会派人过来看一两次。”
在安外大街的一家规模较大的熊猫烟花网点,负责人杨先生告诉记者,今年该网点已经预订一千多箱烟花爆竹,其中鞭炮类占30%。“我比去年多购进了几百箱,销售面积也增加到100平方米。”
记者从北京市烟花鞭炮公司了解到,该公司已向全市各花炮零售网点运送了20万箱烟 花爆竹,而熊猫烟花配送15万箱,逗逗烟花配送15万箱。烟花公司都加强了花炮的安全性,其中逗逗烟花大多为D级烟花爆竹,点燃后可距离1至5米之内安全 观看,其次是注重环保,如烟花燃放时无尘、无残留物质等。(王蔷)

上午,市安监局对全市烟花爆竹摊点进行检查。其中西城区的检查人员发现,4个摊点内存放的烟花爆竹总量超标。批发企业超量送货,成为新的安全生产隐患。
今天上午,市安监局兵分三路,对全市烟花爆竹摊点进行安全抽查。西城区今年设置了 34处烟花爆竹临时摊点,全部为室内摊点。检查人员抽查6个摊点,发现位于新文化街、仕坊小街、月坛西街、三里屯北街的4处摊点存在超量存放烟花爆竹的问 题。其中位于仕坊小街南侧平房的烟花爆竹摊点允许最大存放量为150箱,实际存放量接近250箱。
摊主解释说,自己从逗逗烟花公司订货230箱,要求对方分两批送货,但是没有想到配货大车一次就拉过来223箱。“我当时和对方交涉半天,但是因为是晚上,就勉强收下了。”
昨天下午,市安监局下发安全提示,其中明确要求各个零售摊点24小时必须有人值班,晚上必须有两个人值班,其中1人负责巡视检查。市安监局称,针对烟花爆竹零售摊点的安全生产检查将持续到2月28日,其中包括夜间检查。 (贾中山)

The safety aspect is the same concern no difference from Industrial safety; Ammunition safety or even Cooking Gas safety. What I meant is Safety Can Always Be Handled & Risk Is Always There Just Like Anything. If nuclear weapons can be handled then firecracker can also be handled, there will be nuclear accidents as well as fire cracker accidents still.

Singapore is an international joke where only SAF can handle firecrackers & fireworks! Look at SAF's own poor safety records & accidental injuries and death records!

When I was a kid I injured my thumb only once while playing firecrackers, this is compared with may be more than 50 times I got scalded by hot drinks or soup, and regardlessly I still grew up and did not died young. The question is then should hot drinks & soup be banned for my safety? Or safety of hot drinks & soup can actually be handled?
