友邦索羅門群島上月才要我方金援9億舉辦太平洋運動會，當時外交部長吳釗燮還回稱如果用「策略性融資」方式協助建設，是三贏作法。不料昨日驚爆索國內閣部長和國會議員，正在北京爭取協助，引發我國與索國邦交動搖的疑慮。對此外交部聲稱，這是未經該國政府授權，以個人身分前往大陸招商，相關情勢我方密切掌握，邦誼不受影響。

民進黨立委王定宇在昨日傍晚於臉書發文，揭露此事。他指出，「據聞……索羅門群島交通、工礦部長和一位反對黨議員，目前在北京洽商協助開採的事宜，此行是在內閣未同意授權的個人行程，雖然尚不至於影響邦交關係，但是確實是個要極度注意的負向訊號。」
稍晚，外交部迅速針對此事回應。外交部表示，索羅門群島將於2019年舉行國會大選，若干有意爭取連任的部長及國會議員，或因對中國大陸市場與資金存有幻想，近日在未經政府授權下，以個人身分前往大陸招商。我方駐索羅門群島大使館對相關情勢均密切掌握，索國政府高層亦告知駐館，此類行程未獲內閣授權，純屬個人利益考量，兩國邦誼不受影響。
外交部指出，目前我方與索國政府各項合作計畫均持續順利進行中，在雙方共同努力下，雙邊關係穩定友好。關於有傳言指我國與索羅門群島邦交生變，致總統取消行程趕回總統府一事，為毫無根據且不負責任的謠言。

在連斷兩友邦後，又傳出索羅門官員赴北京招商，儘管外交部聲稱無礙邦誼，但索國才剛向我要求金援，後腳又立刻到了大陸，這難道真的只是「個人行程」？背後難道沒有向我叫牌的意味？口口聲聲拒絕金錢外交的蔡政府，若繼續不願對兩岸僵局提出辦法，那麼，面對索國此次釋出的訊號，絕無樂觀的本錢。
新政府就任2年，已與4個友邦斷交，馬政府8年則只失去1國。外交成就上，馬政府連續7年讓我方以觀察員身分出席世界衛生大會，蔡政府已連續2年缺席；免簽證國家，馬政府任內相較扁政府倍增，蔡政府時停滯。
新政府在外交上的倒退與停滯，當然跟兩岸政策異動有關。由於不願承認九二共識，導致馬政府時代與對岸達成的外交休兵，難以持續。也因為不再休兵，當我們的邦交國想琵琶別抱時，大陸不必再拒絕；當大陸主動跟我們比誰可以援助更多，藉此贏得邦交時，大陸GDP是我們的21倍，客觀實力懸殊。即便經濟成長率再放緩，仍是我方的2.5倍。
從基本邏輯看，對友邦而言，當北京可提供更多資源時，他們到底有什麼理由要永遠堅守與我方的邦交，拒絕倒戈？
如果對大陸強硬可以讓我方主權更獲保障就算了，結果不但國際參與空間縮水，駐各國代表處被迫更名，與大陸的對抗，到底在哪方面提升了我們的主權？甚至在內政經濟上，也因陸客銳減導致觀光業蕭條，政府花錢補助南部觀光，花的不正是納稅人的錢？可謂全民遭殃。
除非美國與大陸徹底撕破臉，否則我方再怎樣一邊倒，美國能給的還是很有限。如果蔡政府看不清現實，不願意從源頭改變與大陸的關係，用不同方式面對九二共識，那麼我方兩岸、外交乃至內政經濟，恐難避免持續惡化。

美國國會所屬機構研究報告稱，大陸過去五年加強與太平洋島國的接觸，透過經貿、公共外交、軍事與醫療援助，不但要擠壓台灣的國際空間，也影響澳洲、紐西蘭等美國在該區的關鍵盟友；該報告稱，大陸更希望藉此在當地增加地緣戰略利益以及獲取天然資源。
美中經濟與安全審議委員會（USCC）14日公布《中國與太平洋島國的接觸以及對美國的影響》報告，《美國之音》引述該報告，指太平洋島國是大陸「一帶一路」全球貿易倡議的一部分；在外交上，大陸也加入了南太平洋的區域組織、增加高層互訪，並在公共外交上著力。
大陸向太平洋島國的許多組織提供資金等各種援助，公共外交上涉及文化、教育、人道援助和災難救助等。
