Or maybe they are paid on percentage of load carried. So more trips means higher pay.

A simple solution is a speed limiter for all vehicles cars included. HGVs max 40kph, cars/bikes/PMDs 60kph. LGVs/buses 50kph.

Problem solved.

There is no need for any vehicle to go faster than these speed limits. Singapore is such a small island the difference in travel times will be minimal.

The only exemptions should be for police/emergency vehicles, first responders etc.
