Anyone - king or pauper, has the RIGHT to purchase any product one wishes, regardless if at inflated, full or discounted price, SO LONG as money - Millions or even $1 had been passed from a Willing Buyer to a Willing Seller, with documents or receipts as LEGAL PROOF of purchase.
Our late Founding Father Mr, Lee had committed NO offense from buying properties for honest & legal investment purposes, as civil service is not for life, & when one retires & returns to civilian life as a private citizen, he would need funds to survive than to rely on social welfare funds for his own upkeep.
That he continued with civil service to serve our country till his passing is another issue, which is related to the public voting WILL & unrelated to such property purchases.
Gifts are another issue as such are not monetary transactions, thus no legal documents are given or obtained.
However, to prevent corruption, there are guidelines for Civil Servants when accepting gifts. Standard is that anything above $50 must be declared to Ministry's Perm Sec, & if one wishes to keep the gift, would have to pay to the govt the full value of the gift. Anything below $50, approval only if there is no hint of returning of favors to the gift giver.
In Mr. Iswaran's case - those tickets given are NOT CDC vouchers or Golden Village cinemas that costs a few dollars, but worth thousands of dollars & even rare - such as entry to Qatar that has stringent rules to watch the World Cup, that very few are able to obtain.
Should Mr. Iswaran had paid for those tickets from his own pockets, even at discounted prices from OBS, & have legal documents or at the least receipts to show for such, it would had been no issue, & he would not had been arrested & the drama that follows....
