While enforcement is necessary to weed out such abuses, I feel that this will only scratch the surface but not totally eradicate the problem.
Coffee shop owners who scheme and bypass the regulations must understand that they have to start automating their processes to reduce their dependence on manual labour.
The Ministry of Manpower could help these shop owners by, for instance, co-paying for dishwashers or getting coffee shop customers to return their used utensils to the washing areas so that these businesses can reduce the need for manual labour. Edmund Lin
