at this time the petrol price when up???

i remember the oil price stand at US$51/- per barrel ,they increase around 10 cents, US$47/-, they increase another 05 cents. and afew day ago, US$34/-,per barrel , they increase another 05 cents, why like this, , if it free market,all petrol company will not have the same price, the government should take away 3/4 tank rule and let johore's oil company to compete the price, now reasonable price should be around $1.3-$1.35.
any suggestion.?
