Not really, people in the northern parts of Pakistan are more similar to the Afghans, especially the Pashtuns. And various hill tribes.
Those northern parts of Pakistan originally were part of Afghanistan. The British established the Afghan-Pakistan border in 1893 with the Durand Line, permanently taking huge chunks of land from Afghanistan and putting them under British India. Those lands that you speak of, Pakistan never returned them back to Afghanistan after both countries were granted independence from Britain.
Afghanistan was one of the few countries that did not recognize Pakistan as a legit country in 1947 and tried to block Pakistan from joining UN. Afghanistan only recognized the Durand Line in 1976 after a few failed military skirmishes and negotiations with Pakistan. But till today, both moslem countries have bad blood over those northern parts. Afghan moslems very pissed off with keling moslems stealing their land.
