EDB is ran by lots of scholars looking into several biz that applied to them for funding. Though the selection are stringent, the failure rate for startup is very high. I ever worked in one startup where EDB would seed fund of $1 to $1 matching it.

But this company dissolve even before getting the EDB fund. :(
