I would have used the term 'casualties', if the PAP regime is scared shitless of the negative connotations of 'victims'. :cool:

The term "victim" implies the entire incident is that of a tort, and if there is a tort then there is always a tortfeasor.

The term "casualty" will leave the issue of liability wide open, and it tends to lean towards an accident that nobody was at fault.

The flight number is a unique identifier, like all flight numbers.

In the case of bus accident, there are too many 58s and 170s etc. So it's not a unique identifier.

Cars, yes, the number plate is a unique identifier, but nobody reading it will know except the owner of the car.
