I AM A VICTIM AND NO HELP WAS PROVIDED

This is related to the SingPost scam that took place in November 2021.
I was helping my sister to make a payment of SGD5 to SingPost for her Lazada order.
After completing the information in the link my sister provided and 3 attempts of UOB OTP, it finally went through. I was shocked upon receiving a UOB SMS approval of an overseas transcation of currency GEP 16,500.00 made to EI Madiya For Trading instead of SGD 5.00. That very second, I called in to the UOB helpline and the help they offered was only to block the card but not to stop the transcation. Their last advise to me was to make a police report, which i did.
Upon further discussion with others on this matter, I came to these conclusions:
1) Cancellation of wrongful transactions are possible at restaurants. Why was it not possible in stopping this scam?
2) For other banks, the OTP SMS will reflect the payee and currency with amount of the transcation. This allows payees to confirm before typing in their OTP number. Why is this not the case for UOB?
On above S/N: 2, my friends and I can't help but think that UOB does not safeguard their clients’ money as they allow their clients to fall for such scams.
Instead of stopping the transcation, the bank brought up the T&C to acknowledge this fraudulent transaction. This is very disheartening especially during this pandemic which has already caused distress in our daily living.
I believe the bank will be benevolent as to backcharge this fraudulent transcation.

In some cases the shipping is 'free' but the cost has already been included into the product's price.
