I read with mixed feelings when HDB launched the Pinnacle@Duxton flats for the third time. As a first-timer, I have balloted for the flats, not once but twice. In the first balloting exercise, my queue number was over 4,300 and I was not given a chance to select a flat at all. This is despite the fact that HDB had more than 1,000 surplus flats in last year's balloting exercise.
I decided to ballot again and I was given a queue number of over 900. We were overjoyed when we received the HDB letter inviting us to select a flat. But the joy was short-lived as HDB sent us a last-minute SMS to say the selection exercise was cancelled because the ethnic quota had been reached.
Now HDB is relaunching the sale for the third time.
With each ballot, I have to pay an administration fee, only to have my hopes dashed.
HDB said that people who were invited to the exercise eventually did not book a flat and thus there was surplus. But in our case, we were not even given a chance to select a flat.
HDB should review its internal procedure to ensure that all applicants in the queue are given a chance to choose a flat if there is a surplus, instead of starting another round of exercise and another round of administrative fee collecion.

Within 1 quarter, suddenly, many left-over units release and BOT unit roll out. NOW, gov say it is confident of the future demand for flats. They are not taking care of the ppl.

The problem of cannot get flat is not choosy. Khaw merely quote 1 reason to stop ppl's mouth. The reasons behind cannot get flat is :

1. Give statistic, of Singapore employment, what percentage is civil servant? What percentage buy flats. Civil servants had/has priority to buy flat, and in queuing. When you cannot get a flat or chance, ask, are you a civil servant ?

2. Give statistic, of the flat applicant how many are RC people? They had/has priority. When one cannot get a chance or flat, ask are you RC.

RC members and civil servants are a problem in flat application and school placement. To put it nice, it is benefit, to put it bad it is white ....

1000's of applications are unsuccessful for each exercise.
These 1000's are recycled in the next exercise and have to pay another $10.
With each exercise, HDB collects $10 x 1000's for nothing.

1000's = conservative estimate;

Current ongoing Sale of Balance Flats figures:
2132 units available with 14228 applications = surplus of 14228-2132=12096 applications.
HDB earns $10 x 12096 = $120,960 from unsuccessful applicants as of now, while applications still have 1 week to deadline.

If it is some frivilous "applicant" that fret over a corner flat versus one along the corridor, then that is 'choosy" and ought to be put back into the last number of the queeue.

However, if HDB is builidng flats in locations or type that is not want applicants want, then HDB should be "more market oriented".
