US President Donald Trump has suggested meeting Russian leader Vladimir Putin in Washington, DC. Trump made the offer during a phone call between the two leaders, Russian presidential aide Yury Ushakov confirmed.
“When the presidents talked on the phone, Trump suggested holding a meeting in Washington DC,” Ushakov told reporters on Monday. He added that it was the US leader who had proposed the idea of the meeting.

However, no preparations for a possible meeting have been discussed since the March 20 telephone call, Putin’s aide said. The US and Russia have also been at loggerheads over the poisoning of ex-double agent Sergei Skripal in the UK, which has sparked tit-for-tat expulsions of diplomats.

Trump decided to expel 60 diplomats and close Russia’s consulate in Seattle after London accused Moscow of poisoning Skripal and his daughter Yulia, although no evidence of Russia’s role has been provided. Moscow responded by expelling the same number of US diplomatic staff from Russia and closing the consulate in St. Petersburg.

“I would like to believe that [preparation for the meeting] will start,” Ushakov said, adding that he hopes Washington puts the measures based on “absolutely unsubstantiated charges” on hold.

During the March 20 call, Putin and Trump also discussed combating international terrorism and the importance of coordinated efforts to limit the arms race.

Putin and Trump have so far met twice: during the G20 summit in Germany last July and on the sidelines of the Asia-Pacific Economic Cooperation summit in Vietnam in November.

On Tuesday, Putin began his first visit abroad since re-election in the Turkish capital Ankara. The Russian leader is expected to have diverse discussions with Turkish President Recep Tayyip Erdogan, and will be joined by Iranian President Hassan Rouhani on Wednesday.

S-400 supplies and starting nuclear industry in Turkey
Putin will begin the two-day visit by addressing workers at an opening ceremony that marks the start of construction works at Turkey’s first nuclear power plant, Akkuyu. Russia is standing “at the onset of creation of nuclear industry in Turkey,” said Russian presidential aide Yury Ushakov.

The bilateral meeting between Putin and Erdogan is expected to touch upon the long-negotiated delivery of Russian-made S-400 surface-to-air missiles. Moscow is trying to meet Ankara’s calls for supplies to be expedited, Ushakov revealed. The first complexes of the advanced Russian anti-aircraft system are scheduled to be delivered to Turkey in 2020, despite discontent from some of Turkey’s NATO allies, including the US.

Guarantor states gather to discuss the Syrian crisis
The Russian and Turkish leaders will also discuss the situation in Syria, both during their bilateral meetings and when they are joined by their Iranian counterpart. The trio are known as guarantors of the Syrian ceasefire, and their joint efforts have decreased the level of violence and led to the demise of Islamic State (IS, formerly ISIS) in the war-torn country.

In a new development, Syrian government forces liberated all militant-held settlements in the Damascus suburb of Eastern Ghouta last week. Russian military assisted the operation in the area and, thanks to Russian-brokered humanitarian “pauses” and safe passages, around 150,000 people managed to escape the enclave.

Americans are not used to treating others with equal respect, and are trying to impose their "exceptional leadership" on Moscow, not fully aware that things have changed, Russia's former envoy to Washington, Sergey Kislyak, said.
The US is presently going through a "difficult period of adaptation to a new alignment of forces and influences in the world," Kislyak told Kommersant newspaper on Tuesday.

“At the same time, from what we do and say, nothing is 'anti-American.' First and foremost, we are talking only about the need to ensure our national security interests," the now-retired Russian ambassador to the US noted.

Kislyak said that, as things stand now, Americans seem to be at a crossroads because they are "not used to working with others with equal respect, and are trying to further impose their 'exceptional leadership,' not fully aware of the fact that the conditions have changed.”

“Hence their inflated reaction to our independence and to, as they say, Russia defying US interests almost all over the world," he stated.
