中国向伊拉克伸出援手:每天10万桶石油换重建

"我们属于亚洲,我们希望成为亚洲崛起的一部分。"伊拉克总理9月底访华时在北京如此说道。伊拉克战争结束已经16年了,这个中东国家仍然一蹶不振。在很大程度上,这些困难源于萨达姆政权的垮台,以及美国出兵干预之后又撤军带来的混乱。在此背景下,伊拉克总理阿卜杜勒-迈赫迪上月访华,希望与中国扩大合作关系。很快,中国伸出援手,与伊拉克达成“石油换重建”项目。

据中东媒体Al-Monitor新闻网10日报道,在阿卜杜勒-迈赫迪率代表团访华期间,伊拉克和中国正式启动了“石油换重建”项目。根据协议,中国公司参与伊拉克基础设施重建工作,伊拉克则承诺每天向中国提供10万桶石油。

在遭受了三年的战争蹂躏后,伊拉克需要880亿美元的资金修复和发展基建。迈赫迪说:“我们(和中国)达成协议,设立一个共同投资基金,用石油赚的钱投资。”除了中国外,伊拉克还会和其他国家合作,不会让中国垄断全部项目。

应中国国务院总理李克强邀请,伊拉克共和国总理阿卜杜勒-迈赫迪于9月19日至23日对中国进行正式访问。

德媒12日报道称,阿卜杜勒-迈赫迪在上月访华期间表示,伊拉克“属于亚洲,我们希望成为亚洲崛起的一部分。” 他说,2018年,中国已经取代印度成为伊拉克最大的贸易伙伴,双边贸易额超过300亿美元。如今,伊拉克也是中国的第二大石油供应国。

The agreement also includes cooperation with Iraq's power and manufacturing industries and the establishment of a Chinese library at the University of Baghdad.

The Iraqi Ministry of Power has signed an agreement with China Heavy Machinery Group, which has been engaged in construction projects in Iraq, especially the construction of the Saladin fuel power station.

Iraqi Minister of Industry and Mines, Saleh Abdullah Jubri, said that one of the contents of the agreement was to establish a joint manufacturing city in Iraq and Iraq to produce goods that meet the "world standard."

On September 24th, Iraqi Minister of Electricity Hadib wrote on Facebook: "China is the first choice for our long-term strategic cooperation. We have launched a $10 billion investment plan to fund some reconstruction projects with a certain amount of oil. "As China's oil production capacity increases, China's capital will also increase. Unlike previous policies, this project will be operated through the Reconstruction Committee, including reconstruction, investment, and the operation of the Code Council."

According to the report, Iraq has already taken the first step and they have opened a bank account. Soon, the Chinese delegation will come to Iraq to inspect and understand the strategic plans for projects such as the Suspension Railway and the Nasiriya International Airport, and reach an agreement on its implementation.
