Must have:
1) Parliamentary Committees (eg http://www.parliament.uk/business/committees/ or http://www.senate.gov/pagelayout/committees/d_three_sections_with_teasers/committees_home.htm) covering all ministries--including the PMO.Each Committe must be made of proportions of both government and opposition MPs.
2) An indepedent speaker see (http://www.parliament.uk/business/commons/the-speaker/the-role-of-the-speaker/role-of-the-speaker/) who must resign his allegiance to his party upon his appointment.
3)Weekly PMQs (see http://www.parliament.uk/business/n...olitics/parliament/prime-ministers-questions/). (Especially if you have a multi-million dollar PM or even a low paying one).
4) Only three ministers per Ministry--Parliamentary Under Sec, Minister of State, and Minister. No such thing as Senior Minister or MM (or Eternal Minister!).
