7 arrested for setting off improvised explosive devices

SINGAPORE - Six men and a woman, all aged between 22 and 26, have been arrested by the police for setting off improvised explosive devices in the Yishun Avenue 1 area.

The police received a call on Sept 23 at about 4am informing of a group of people seen setting up fireworks.

The subjects were interviewed and found to be using improvised devices constructed using sparklers. They were arrested and some burnt sparklers were seized as case exhibits.

Investigations are ongoing.

The police said in a statement that while the import and sale of some types of sparklers are legal in Singapore, the use of sparklers should be done in a responsible manner according to the safety guidelines prescribed by the manufacturer.

Those caught setting off improvised explosive devices may be prosecuted in Court for either an offence of negligent conduct with respect to any fire or combustible matter under Section 285 of the Penal Code, Chapter 224, or negligent conduct with respect to any explosive substance under Section 286 of the Penal Code, Chapter 224.

Anyone found guilty can be jailed up to to one year or fined up to $5,000, or with both.

Commander of Ang Mo Kio Police Division, Deputy Assistant Commissioner of Police Keok Tong San commended his officers for their vigilance and swift response resulting in the successful arrest of the culprits.

He reminded the public that improvised explosive devices are a potential fire hazard, and can cause noise pollution and undue alarm to the public.

The blast effect from the explosion can also cause injury to people and damage to property.
