SINGAPORE — Attracted to young schoolgirls in uniforms, Kasmir Singh followed a 12-year-old girl home and molested her.
The 66-year-old was sentenced to four years and one month’s jail after pleading guilty to three charges on Monday (May 22).
This includes a charge of outrage of modesty involving a minor, a charge of uttering insulting words and a charge of using criminal force on a person with intent to outrage his or her modesty.
Four other charges were taken into consideration for sentencing.
The victim cannot be identified by court order and her address was removed from court documents.
She arrived at the Bedok station an hour later and while she was at a bus stop next to the main road, Singh spotted her.
Court documents stated that he started to follow her because he was "sexually attracted to young schoolgirls in uniforms".
About 15 minutes later, the girl arrived at the void deck of the housing block where she lived. As she was waiting for the lift on the ground floor, Singh approached her and made inappropriate remarks while trying to chat with her.
He then followed her into the lift and molested her.
When the victim tried to exit the lift, Singh blocked her and molested her again.
She later called the police and Singh was arrested on the same day.
Court documents showed that Singh admitted to approaching other young schoolgirls on previous occasions.
In July 2020, he tried to chat up another 15-year-old female student when she was about to enter a lift to get home.
He asked her if she had hit puberty and several other personal questions, under the pretext that they were "part of a hospital survey".
Declining to respond, the girl entered the lift and informed her parents about the incident when she returned home.
The next day on July 9, 2020, Singh tried to molest another girl but she managed to hit his hand and flee.
He was arrested on the same day.
For outrage of modesty involving a minor, Singh could have been jailed between three and 10 years and caned.
For uttering insulting words, Singh could have been jailed up to one year or fined, or both.
For using criminal force on another person with intent to outrage her modesty, Singh could have been jailed up to three years, fined, caned, or received any combination of such punishments.
