SINGAPORE - Police detained a 25-year-old man and a 22-year-old woman who were found behaving suspiciously in the vicinity of Pending Road on January 28, 2014, at about 1.15am.

Preliminary investigations indicated that the pair were suspected to be involved in committing series of loanshark harassments in Bukit Panjang and Yishun public housing estates by splashing paint outside debtors' residences, padlocking the units' main-gates and scrawling loanshark-related graffiti on the walls.

Upon their arrest, loanshark-related paraphernalia such as one can of paint, one marker and one handphone were seized.

Both suspects will be charged in court on January 29, 2014 and a court order will be sought to remand them in Jurong Police Division for further investigation.

Under the Moneylenders Act 2010 (Revised Edition), first time offenders found guilty of loanshark harassment shall be punished with imprisonment for a term of up to 5 years, a fine of between $5,000 and $50,000, and shall also be liable to caning of not less than 3 and not more than 6 strokes.
