Philippines President Rodrigo Duterte has personally taken receipt of a shipment of Russian-made weapons and munitions as he toured the Pacific Fleet’s Admiral Panteleyev destroyer currently docked in the Port Area of Manila.
The Philippines leader oversaw the transfer of around 5,000 Kalashnikov assault rifles and roughly one million rounds of ammunition that was donated by Russia as part of a new relationship between Moscow and Manila. In addition to the machine guns, Russia's Pacific Fleet also delivered 20 military trucks for the Armed Forces of the Philippines (AFP).

Duterte also signed a “certificate of donation” early Wednesday morning. He greeted Russian sailors as he toured the submarine hunter Admiral Panteleyev and examined the trucks.

The destroyer is just one of the ships from the Russian Pacific fleet that has docked in the Philippines as part of a six-day visit that is scheduled to last until Thursday. This is Russia’s third naval visit to the country since Duterte took office in June 2016. During his presidency, he has repeatedly announced plans to shift Manila's military dependence on the United States to procuring arms from China and Russia.

The visit of the Udaloy-class anti-submarine Admiral Vinogradov and Admiral Panteleyev destroyers, as well as the sea tanker Boris Butoma, coincided with the arrival of Russian Defense Minister Sergey Shoigu who landed in the Philippines Monday to take part in the Fourth ASEAN defense chiefs meeting.

On Tuesday, Shoigu and his Philippines counterpart, Delfin Lorenzana signed an agreement on military and technical cooperation. According to the Philippines Department of National Defense (DND), the document contained provisions on various areas of military and technical cooperation in the areas of “research, production support, as well as the possible exchange of experts and training of personnel for joint programs.”

“The leaders of our states have outlined the strategic priorities of bilateral cooperation. Active work is being conducted today to implement the agreements reached, including to further strengthen ties in the defense sphere,” Shoigu said after signing the agreement.

In addition, Russia’s Rosoboronexport CEO Aleksander Mikheyev also reportedly signed a contract to supply RPG-7V reusable, shoulder-launched, anti-tank rocket-propelled grenade launchers to the Asian country. The details of the contract, however, were not made public.

Philippine President Rodrigo Duterte has offered to shoot criminals himself, while warning he may bring police back to the frontlines of his deadly war on drugs.

Duterte made the comments late Friday following his announcement on October 11 to withdraw the police from his anti-drug war after they were accused of rights abuses in killing thousands of people while following his orders to eradicate illegal drugs in society.

He replaced them with the Philippine Drug Enforcement Agency (PDEA), which has about 2,000 officers compared with 165,000 for the police force.

Duterte has repeatedly insisted he has not ordered or incited police to murder drug addicts or suspects, while at other times he has said he would be happy to slaughter them or have tens of thousands killed.

On Friday he said he would be prepared to kill criminals himself, as he raised doubts about the PDEA being able to contain illegal drugs.

"Those who rape children, who rape women, those sons of... if you don't want the police, I am here now. I will shoot them. That's true! If nobody would dare it, I will pull the trigger," he said.

Duterte said he was already considering bringing the police back to run the drug war.

"Okay, let us see, six months from now. If things get worse again, I will say to these apes: 'Go back to this job. You solve this problem of ours'," he said, referring to the police.

Duterte was elected to office last year after vowing during the campaign that 100,000 people would die as he eradicated illegal drugs in society.

Since then, police have reported killing more than 3,900 "drug personalities". Another 2,290 purple have died in unsolved "drug-related" killings, government figures show.

Many Filipinos continue to support the charismatic Duterte, seeing him as the solution to crime and corruption.

But human rights and Catholic Church leaders charge thousands of extra-judicial killings have been carried out by police and vigilantes as part of the drug war.

Authorities insist police only kill in self defence.

Duterte in January made a similar move to give the appearance of sidelining the police from the drug war after revelations that officers murdered a South Korean businessman in the police headquarters under the guise of an anti-drug operation.

He had then described the police as "corrupt to the core" and gave PDEA the lead role in the drug war.

But Duterte quickly reinstated the police without making any major reforms. Police officials swiftly announced a revitalised anti-drug campaign named: "Double Barrel Re-Loaded".

Asked for a reaction to Duterte's latest comments, PDEA spokesman Derrick Arnold Carreon conceded the agency faced a tough battle and was prepared to stand aside for the police.

"If the president so decides, we will welcome that," Carreon told AFP.

MANILA, Philippines — President Rodrigo Duterte on Wednesday, likely in jest, said that security forces should make criminals fight back to justify the possible use of violence as he reported that the illegal drugs trade has already returned to the national penitentiary.

Speaking at the anniversary celebration of the Bureau of Jail Management and Penology, Duterte said that he is the only president who had been able to order the killing of criminals especially drug traders.

It must be noted that the Palace has regularly denied that Duterte has actually issued such orders, dismissing similar comments as either jokes, hyperbole or just expressions of frustration.

Duterte however admitted Wednesday that no president could completely tackle the enormity of the drug problem the Philippines faces.

“Eh ako lang naman ang harap-harap na mag-utos patayin mo yang p***** inang 'yan. Sino pa bang iba? Kung hindi ko kayang ako na mismong p***** ina patayin mo yan. Pagkatapos lumaban. Pagkatapos lumaban,” he said as his audience composed of BJMP personnel erupted in laughter.

He then said: “Dito is pagkalumaban. Ngayon, kung ayaw lumaban, di palabanin mo.”

Duterte, who has admitted in past speeches that he planted evidence on suspects when he was a prosecutor, also said in apparent jest in December that police should give suspects guns so they can fight back.

The president is facing stringent criticisms both local and abroad for his bloody campaign against illegal drugs.

Duterte, who campaigned and won on a strong anti-drugs platform in last year’s presidential election, has relentlessly pursued his drug war which had seen a mounting number of deaths especially among the country’s urban poor.

Human rights watchdogs and international groups have said that there have been between 7,000 and 9,000 killings related to Duterte’s drug campaign. The government has said the figures of deaths in the drug war are lower and that critics include "normal" homicides in their count.

Duterte also bared that despite his administration’s strong campaign against illicit narcotics, their trade had already returned at the New Bilibid Prison in Muntinlupa City, blaming access to mobile phones for their resurgence. The Bureau of Corrections, an attached agency of the Department of Justice, has control of the NBP.

The NBP has been dubbed as a center of illegal drugs trade in the Philippines, with one senator, Leila De Lima, detained at Camp Crame allegedly for financially benefitting from it when she was still the justice chief of the previous administration.

Drug trade back in Bilibid
Last week, Justice Secretary Vitaliano Aguirre II said that there has been a resurgence of drug trading at the NBP, a year after the government launched an intensified crackdown against it.

Duterte said that trading of illegal drugs is made possible by the availability of mobile phones inside the NBP premises.

He said that the trade was mostly done by the Chinese.

“Diyan sa Bilibid, miski anong gawin natin, pasok pa rin ng pasok ang mga... and because ang droga, bumalik na naman. Allegedly around 400 kilos were the reason for the shootout where somebody died there sa Muntinlupa because of this,” Duterte, brandishing a cellphone, said. “Ito lang kasi ang kapital, and I have to be frank, mostly Chinese. Pag nakapasok ang cellphone dyan negosyo talaga.”

He also revealed that illegal drug trading had even reached Davao City although the three involved in this had already been killed.

“And would you believe it sa tracking namin, pati Davao Penal Colony, may tatlo doong putris ka. Nagne-negosyo. Sabagay, patay na,” the chief executive said.
